Ensuring safety during sports events in the Vysočina Region

Abstract:

Práce si klade za cíl prozkoumat problematiku diváckého násilí v České republice a v Kraji Vysočina, především při konání sportovních akcích na stadionech. Práce obsahuje teoretickou a praktickou část. V teoretické části definuje autor základní pojmy významné ke studiu, zabývá se historií a současným stavem diváckého násilí, provedl analýzy právního rámce řešené problematiky a významných událostí spojených s tímto druhem násilí. Projevy diváckého násilí pak hodnotí z pohledu současné právní úpravy, kdy analyzuje jednotlivé skutkové podstaty trestných činů a přestupků, které jsou nejčastěji páchány fanoušky. V praktické části autor uskutečňuje vlastní výzkum na základě zjištěných poznatků, komparací, provedením SWOT analýzy a rozhovory s respondenty pohybující se v problematice diváckého násilí. Autorem jsou navržena možná opatření, která by vedla k efektivnějšímu postupu vůči problematice a vedla by ke zlepšení postupů stěžejních zainteresovaných subjektů. Mezi sledovaná opatření je řazeno zlepšení činnosti pořadatelských služeb, efektivnější využívání dostupných právních nástrojů, přijetí speciálního zákona o diváckém násilí a nového přestupkového zákona a samozřejmě zkvalitnění činnosti policie, probační a mediační služby, státních zastupitelství a soudů.

Abstract:

The thesis aims to explore the issue of spectator violence in the Czech Republic and in the Vysočina Region, especially during sports events in stadiums. The thesis contains a theoretical and practical part. In the theoretical part, the author defines the basic concepts relevant to the study, deals with the history and current state of spectator violence, performed analyzes of the legal framework of the issue and significant events associated with this type of violence. Manifestations of spectator violence are then evaluated from the point of view of current legislation, when it analyzes the individual facts of crimes and misdemeanors, which are most often committed by fans. In the practical part, the author conducts his own research based on findings, comparisons, SWOT analysis and interviews with experts in the field of spectator violence. The author suggests possible measures that would lead to more effective action against the issue and would improve the procedures of all relevant stakeholders. The monitored measures include improving the activities of organizing services, more effective use of available legal instruments, the adoption of a special law on spectator violence and a new misdemeanor law and, of course, improving the quality of police, probation and mediation services, prosecutors and courts.
