Protection of Soft Targets in the Territory of the Statutory City of České Budějovice

Abstract:

Studentka v teoretické části práce vysvětlí a popíše měkké cíle a terorismus, které jsou nejdůležitějším tématem diplomové práce. Cílem diplomové práce je definovat tyto pojmy a vysvětlit jejich významy. Dále se práce bude zabývat ochranou a zdroji možného ohrožení měkkých cílů, typologií a metodami terorismu, teroristickými skupinami a teroristickými útoky, které se staly v ČR a bezpečnostní politikou v ČR. V praktické části bude autorka práce zjišťovat, zda je ochrana měkkých cílů na území statutárního města České Budějovice dostatečná, jaká je míra jejich ohrožení, jaké zdroje hrozeb jim hrozí a jaké protiopatření by bylo vhodné zvolit pro jejich ochranu. Autorka bude vycházet z řízených rozhovorů, které budou prováděny s odborníky, kteří se touto problematikou zabývají, a to především s pracovníky bezpečnostních sborů. Studentka v závěru práce zhodnotí tuto problematiku, navrhne doporučení pro praxi a poskytne perspektivu pro zlepšení zabezpečení měkkých cílů na území statutárního města Českých Budějovic a zodpoví výzkumnou otázku ve znění: „Jsou vybrané měkké cíle na území města Českých Budějovic (DOC Mercury, IGY centrum a zimní stadion – Budvar aréna) dostatečně chráněné, jaká je míra jejich ohrožení, jaké zdroje hrozeb jim hrozí a jaké protiopatření by bylo vhodné zvolit pro jejich ochranu?“

Abstract:

In the theoretical part of the thesis, the student will explain and describe soft targets and terrorism, which are the most important topics of the thesis. The aim of the thesis is to define these terms and explain their meanings. Furthermore, the work will deal with the protection of, and sources of possible threats to soft targets, typologies and methods of terrorism, terrorist groups and terrorist attacks that occurred in the Czech Republic and security policy in the Czech Republic. In the practical part, the author of the thesis will find out whether the protection of soft targets in the territory of the statutory city of České Budějovice is sufficient, what is the degree of the threat to them, what sources of threats do they face and what countermeasures would be appropriate to choose for their protection. The author will base this on controlled interviews, which will be conducted with experts who deal with these issues, primarily with security forces. At the end of the thesis, the student will evaluate these issues, propose recommendations for implementation and provide a perspective for improving the security of soft targets in the territory of the statutory city of České Budějovice and answer the research question as follows: „Are the selected soft targets in the territory of the city of České Budějovice (DOC Mercury, IGY center and winter sports stadium – Budvar arena) sufficiently protected, what is the level of threat to them, what sources of threats might occur and what countermeasures would be appropriate to choose for their protection?“
