Abstract:

Ve své diplomové práci se zabývám společensky významnou problematikou mezinárodních vztahů, která se denně nepochybně dotýká každého z nás. Tuto práci jsem rozdělila na dvě části, a to na teoretickou a praktickou. V teoretické části jsem se zaměřila jak na historický vývoj, tak na současný stav diplomacie a diplomatických misí. Dále jsem se zabývala jednotlivými typy diplomacií, neopomněla jsem zmínit koncepci české diplomacie a rozdělení orgánů státu pro zahraniční styky na vnitřní a vnější. V této části jsem se též zabývala pojmy výsad a imunit a vysvětlila rozdíl mezi těmito dvěma pojmy a vymezila jejich právní základ. V praktické části jsem se podrobněji věnovala detailnímu popisu přípravy zahraniční návštěvy v České republice. Hypotézou, provázející celou diplomovou práci je fakt, že se světová politika stále mění pod tlakem plurality státu a významnou roli zde hrají nadnárodní organizace. Tyto organizace nepřímo podporují rozšířené působnosti vlády a díky těmto organizacím se zvýšil objem mezistátních styků natolik, že mnohdy překračují možnosti diplomatických misí. Otázkou zůstává, zda-li se diplomatické mise udrží v čele zahraniční politiky i pod tlakem nadnárodních organizací. Hlavním cílem této práce je analýza mezinárodní politiky a mezinárodních vztahů z pohledu mezinárodního práva, zmapování a vyhodnocení dané problematiky. V závěru práce potvrzuji v úvodu stanovené pracovní hypotézy.

Abstract:

In my diploma thesis I deal with a socially significant issue of international relations, which concerns undoubtedly all of us. I divided the thesis in two parts, theoretical and practical one. In the theoretical part I focused both on the historical development and on the current state of diplomacy and diplomatic missions. Further I focused on single types of diplomacies and I also mentioned the concept of the Czech diplomacy and the division of the bodies of the state for foreign affairs into internal and external. In this part I also dealt with the concepts of privileges and immunity, I explained the difference between them and determinated their legal basis. In the practical part I focused on the detailed description of preparation of a foreign visit in the Czech Republic. The hypothesis following through the whole thesis is that the world policy is constantly changing under the pressure of the state’s plurality and multinational organizations play a significant role in it. These organizations indirectly support the extended scope of the government and due to these organizations the volume of international relations has increased above the potential of diplomatic missions. The question remains whether the diplomatic missions remain at the head of foreign affairs even under the pressure of multinational organizations. The main aim of this thesis is the analysis of international policy and international relations from the point of view of the international law, to map and evaluate the given issues. At the end I confirm the hypotheses.
