Abstract:

Diplomová práce se zabývá tématem spolupráce protiteroristických jednotek se složkami integrovaného záchranného systému (IZS) ve výcviku a přípravě na řešení mimořádných situací, jejichž řešení spadá do kompetencí protiteroristické jednotky. Cílem práce je popis spolupráce Útvaru rychlého nasazení Policie České republiky (ÚRN) se složkami IZS při výcviku operátorů jednotky a formulace doporučení pro zkvalitnění těch součástí výcviku operátorů ÚRN, které mají souvislost s činností složek IZS. Práce má deskriptivní charakter a není dělena na teoretickou a praktickou část. V úvodní kapitole je představen počátek spolupráce mezi vojenskými speciálními jednotkami a poskytovateli zdravotní péče ve vojenských konfliktech. Dále je popsán projekt ATLAS, zaměřený na mezinárodní spolupráci, sdílení dobré praxe a vývoj inovací v oblasti boje proti terorizmu. Následuje představení historie a současnosti policejních a vojenských speciálních jednotek a představení jednotlivých složek IZS. V závěrečné části je popsána spolupráce ÚRN a jednotlivých složek IZS při výcviku příslušníků ÚRN se zaměřením na zdravotní přípravu, chemickou přípravu a přípravu na zásah v zakouřených prostorech. V závěru práce jsou uvedena doporučení ke zkvalitnění výcviku protiteroristických jednotek, formulovaná na základě osobních zkušeností instruktora ÚRN, výstupů z realizovaných komplexních cvičení a poznatků ze zahraniční spolupráce.

Abstract:

This diploma thesis deals with the topic of cooperation of counter-terrorist units with Integrated Rescue System (IRS) in the training and preparation for dealing with emergency situations, whose solution falls within the competencies of the anti-terrorist unit. The aim of the thesis is to describe the co-operation of the Czech Republic's Rapid Response Unit (RRU) with the IRS subjects in the training of unit operators and to formulate recommendations for improving the RRU operators training that is related to the activities of the IRS. The thesis is descriptive and is not divided into the theoretical and practical part. The first chapter introduces the beginning of cooperation between military special forces and medical care providers in military conflicts. The ATLAS project, which focuses on international cooperation, sharing of good practice and the development of innovations in the field of counter-terrorism, is also described. Following are presentations of the history and present of police and military special units and the introduction of different subjects of the IRS. The final part describes the co-operation between the RRU and the IRS in the training of the RRU operators with a focus on first aid and first respond medical care, CBRN and intervention in environment with low visibility due to the smoke. In the end of the thesis there are recommendations for improving the training of counter-terrorist units formulated on the basis of the personal experience of the RRU instructor, outcomes from realized complex exercises and gained knowledge from foreign cooperation.
