Modern approaches to sheltering of the population

Abstract:

Tato práce se zabývá jednou z oblastí civilní ochrany, konkrétně ukrytím obyvatelstva v České republice se zaměřením na hlavní město Prahu. Popisuje vývoj Civilní ochrany od jejího vzniku až po současnost. V práci jsou uvedeny jednotlivé zákony a vyhlášky související s danou problematikou, druhy a typy úkrytů, systém údržby, způsob jejich zprovoznění, či podmínky vyřazení úkrytů z evidence. Součástí práce je i přehled legislativy ohledně současného vzdělávání v ochraně obyvatelstva. Jsou uvedeny příklady zahraničních modelů a podíl úkrytů na počet obyvatel v jednotlivých zemích Evropské unie. Dále je zde nastíněn vývoj ukrývání obyvatelstva v České republice, i současné možnosti individuální ochrany. Cílem práce je zhodnotit aktuální možnosti ukrytí obyvatelstva - zvláště v Praze a potvrdit, či vyvrátit předpoklad, že v současné době není Česká Republika, potažmo Praha, na možné ukrytí obyvatel dostatečně připravena. Formou kvalitativního výzkumu je odpovězeno na otázky kupříkladu kdo úkryty zprovozňuje, jak dlouho reálné zprovoznění úkrytů trvá, kdo správu úkrytů financuje a jiné. Otázky jsou položeny odborníkům zabývajících se danou problematikou.

Abstract:

The work deals with one of the areas of civil protection, namely sheltering the population in the Czech Republic, with a focus on Prague, Capital of the Czech Republic. It describes the development of civil protection from its origin up to the present. The work presents individual Acts and Decrees relating to this issue, kinds and types of shelters, maintenance system, way of putting the shelters into operation or conditions under which they can be removed from the register. Part of the work is also an insight into present educational and training system in the area of protection of civilians. It includes examples of foreign models and informs of a proportion of shelters for each EU Member States´ population. Furthermore, it outlines the development of sheltering the population in the Czech Republic. The aim of this work is to evaluate current facilities for sheltering the inhabitants –especially in Prague –, and either to confirm or refute the assumption that the Czech Republic (or more precisely Prague) is not sufficiently prepared to be able to shelter its citizens. Qualitative research was carried out, in order to answer the questions, such as who brings the shelters into operation, how long the bringing of the shelters into operation actually lasts, who is in charge of funding issues, etc. The questions were posed to experts engaged in this subject matter.
