Accidents according to the Water Law with the impact on the environment

Abstract:

Tématem této diplomové práce jsou havárie s dopadem na životní prostředí řešené podle vodního zákona. Práce se zabývá prevencí vzniku havárií, organizací řešení havárií, činností jednotlivých složek podílejících se na řešení havárií, popisem postupů při haváriích, a to vše ve vztahu k platným právním předpisům. Na teoretickou část navazuje praktická část, ve které bude pomocí rozhovorů a dotazníkového šetření proveden průzkum zajištění havarijní služby správních orgánů a bude analyzován postup jednotlivých složek při řešení konkrétních havárií. V rámci praktické části bude též zhodnocena navrhovaná novela ustanovení vodního zákona dotýkajících se řešení havárií, její přínos a dopady. Cílem je přinést ucelený pohled na řešení havárií podle vodního zákona s dopadem na životní prostředí a vyhodnotit funkčnost zavedeného systému, a to i ve vztahu k novele.

Abstract:

The topic of this diploma thesis pertains to accidents with an impact on the environment addressed according to the Water Law. The thesis deals with the prevention of accidents, organization of post-accident remediation, activities of the entities involved in post-accident remediation, description of procedures performed during accidents, and all these in relation to the applicable legal regulations. The theoretical part is followed by a practical part in which research of emergency service provided by administrative bodies is completed through interviews and a questionnaire survey and the procedure of the stakeholders involved in the remediation of specific accidents is analysed. The practical part also evaluates the proposed amendment, including its benefits and impacts, to the provisions of the Water Law concerning post-accident remediation. The purpose is to provide a comprehensive view of the remediation of accidents with an impact on the environment under the Water Law and to evaluate the practicality of the established system also in relation to the amendment.
