The Customs Administration of the Czech Republic and its control activities in the field of gambling in the Czech Republic

Abstract:

Bakalářská práce, formou deskriptivní případové studie, zodpovídá výzkumnou otázku: "Jaká je hospodárnost příslušníků Celní správy při výkonu kontrol hazardních her v České republice?" S využitím výročních zpráv Celní správy za období 2011-2021 bylo zjištěno, že kontrolní činnost Celní správy v oblasti provozování hazardních her je hospodárná. A to proto, že od roku 2017 došlo k redukci počtu míst z 917 na 737, počtu heren z 2687 na 59 a počtu herních zařízení z 61026 na 490. Z provedené analýzy tak vyplynulo, že před rokem 2017 bylo možné zkontrolovat místa, herny a herní zařízení přibližně jednou za tři roky. Po roce 2017 došlo ke zvýšení vynaložených nákladů na kontroly hazardu zhruba o 9,5 mil. Kč a ke snížení počtu míst, heren a herních zařízení, v důsledku čehož lze zkontrolovat hazard s větší frekvencí, v průměru jednou za rok.

Abstract:

This bachelor thesis, in the form of a descriptive case study that answers the research question: "What is the efficiency of the customs officers in performing gambling controls in the Czechia?" The thesis uses the annual reports of the Customs Administration for the period 2011-2021, and it was found that control activity of the Customs Administration in the field of gambling operation is efficiency because since 2017, there has been a reduction in the number of locations from 917 to 737, the number of gambling rooms from 2687 to 59 and the number of gaming equipments from 61026 to 490. The analysis showed that before year 2017 it was possible to check locations, gaming rooms and gaming equipments approximately once a year. After year 2017, the costs of gambling control increased by approximately 9.5 million czech coins and the number of locations, gaming rooms and gaming equipments has been reduced, as a result of which gambling can be inspected with greater frequency.
