Comparison of transport infrastructure charging

Abstract:

Doprava, jako technicko-společenský fenomén se odvíjí nejen od způsobu využívání a vlastního zpoplatnění příslušné infrastruktury. Zpoplatnění má bezprostřední vliv na atraktivitu příslušného dopravního módu pro uživatele, což formuje příslušný dopravní trh. Řada vlastností tohoto zpoplatnění se odvíjí od nadnárodních regulací (mezinárodní smlouvy, právo EU). Přesto však mají jednotlivé státy značnou volnost upravit podmínky zpoplatnění podle svého. Tato práce porovnává způsob zpoplatnění ve třech sousedních zemích středoevropského prostoru. A to pro všechny čtyři hlavní dopravní módy: letecká, vodní, silniční a železniční doprava. Za tím účelem práce definuje typické dopravní prostředky, na kterých srovnání provádí. Vedlejším výstupem tohoto srovnání je i zamyšlení nad efektivitou výběru poplatku za dopravu, stejně jako nad vlivem, který má zpoplatnění na dosahování všeobecných – a přinejmenším deklarovaných – cílů moderní a efektivní dopravní politiky.

Abstract:

Transport as a technical-social phenomenon is not only dependent on the manner in which the relevant infrastructure is used and charged for. Charging has a direct impact on the attractiveness of the relevant transport mode for users, which in turn creates the relevant transport market. Many of the characteristics of this charging depend on supranational regulations (international treaties, EU law). Nevertheless, individual countries have considerable freedom to adjust the charging conditions in their own way. This thesis compares the charging practices in three neighbouring countries in the Central European area. For all four main transport modes: air, inland water, road and rail. To this end, the thesis defines the typical vehicles on which the comparison is made. As a by-product of this comparison, it also reflects on the efficiency of transport charging as well as on the effect of charging on the achievement of the general - and at least declared - objectives of a modern and efficient transport policy.
