The Human and financial resources of the Czech Armed Forces

Abstract:

Cílem bakalářské práce bylo zhodnotit vývoj plnění úkolů v oblasti lidských zdrojů a financování v Armádě České republiky. V práci je analyzována časová řada vojenských výdajů České republiky za období 2010-2019 a znázorněna proporcionalita výdajů dle mezinárodní, ale i české metodiky. Česká republika dlouhodobě nevydává na obranu 2 % HDP tak jak by měla, dokonce ani 1,4 % HDP avizovaných vládou ČR. Z analýzy financování za období 2010-2019 vyplynulo, že výdaje na armádu tvoří 80 % celkových vojenských výdajů České republiky. V případě krácení rozpočtu resortu Ministerstva obrany České republiky se zvyšuje podíl prostředků vynaložených na personál. Politicko-vojenské ambice, které představují cílové počty personálu byly v roce 2002 stanoveny na 36 tisíc a o rok později na 26 200. Do roku 2015 měla armáda disponovat 24 tisíci a v roce 2030 dokonce 30 tisíci vojáky. Tyto počty však nebyly nikdy dosaženy. Analýzou přírůstků a úbytků vojáků bylo zjištěno, že od roku 2017 opouští armádu větší počet vojáků z povolání, než je počet nově přijatých. Pokles zájmu o službu vojáka z povolání je zapříčiněn mimo jiné i demografickým stárnutím perspektivních uchazečů.

Abstract:

The aim of the thesis was to evaluate the development of human resources in the Czech armed forces. Secondary aim of the thesis was to investigate the finance management of the Czech armed forces and also to state how the tasks which are given in the army are fulfilled. The thesis analyses time sequence of military expenses of the Czech armed forces between the years of 2010 and 2019. The proportionality of army's expenses according to international as well as Czech methodology is shown. The Czech Republic does not spend 2 % of GDP annually on defense management as it is usual in different countries. The Czech Republic does not even spend 1.4% of GDP even though it was suggested by the local government. The finance analysis which focused on years 2010-2019 showed that military expenses account for 80% of all total expenses in the Czech armed forces. The analysis of financing for the period 2010-2019 even showed that military expenses account for 80% of the total military expenses of the Czech Republic. In the event of a reduction of the budget in the Ministry of Defense of the Czech Republic, it is believed that the share of total expenses on personnel increases. The political-military ambitions, which represent the overall numbers of personnel in Czech armed forces, were set at 36,000 soldiers in 2002 and 26,200 soldiers a year later. By 2015, the army aimed to have 24,000 troops and in 2030 Czech armed forces want to have 30,000 troops employed. However, those numbers were never matched. Due to the analysis of newly employed soldiers compared to the analysis of dismissed career soldiers, it was revealed that since 2017, a larger number of professional career soldiers have left the army and their occupation was not replaced by new members of the army. The decline of interest in becoming a professional soldier is caused, among other things, by the demographic aging of suitable candidates.
