Theories of Externalities and their Aplication on Selected Segment of Transport

Abstract:

Doprava s sebou přináší celou řadu externích efektů. Patří mezi ně znečištění ovzduší a negativní vliv na globální klima, dopravní nehody, zvýšený hluk a další. Ekonomická teorie má teoretické různé nástroje pro jejich řešení. Environmentální ekonomie pracuje zejména s konceptem srovnávání nákladů a přínosů různých opatření na jejich eliminaci. Klíčovou otázkou je pak monetarizace jedotlivých externalit v dopravě. Práce přináší v úvodu přehled relevantní teorie externích nákladů. Podrobněji se pak věnuje popisu nejvýznamnějších externalit v dopravě. Ve třetí části jsou popsány a diskutovány preferenční metody oceňování netržních statků, které se využívají pro monetarizaci externalit. Jedná se o metody založené na projevedených a vyjádřených preferencích - konkrétně o metody hedonického oceňování a kontingenčního oceňování. Podrobně jsou popsány možnosti tzv. přenosu hodnot. Klíčovou částí práce je čtvrtá kapitola, věnovaná kvantifikaci externích nákladů hluku. Byla provedena meta analýza hlukových studií z celého světa, a na základě výsledků diskuse hodnot, které by bylo možné použít pro hodnocení protihlukových opatření v ČR. V příloze je pak aplikovaný model pro analýzu nákladů a přínosů protihlukových opatření. Práce je doplněna aplikační studií přínosu systému doprovázené kombinované dopravy RO-LA ve vztahu k úsporám externích nákladů a přehledem celkových hodnot externích nákladů v ČR.

Abstract:

A whole range of external effects is associated with transportation. They include air pollution, emissions of greenhouse gases, traffic accidents, noise and others. The economics theory has developed various tools to cope with these external effects. The environmental economics uses predominantly the concept of comparing monetary costs and benefits of various measures to eliminate externalities. The key issue is then the monetization of external costs and benefits in transportation. The thesis firstly introduces relevant theory of external costs. The most important externalities in transport are described in more detail. Description and discussion of selected preference methods for valuation of non market goods is provided in the third chapter, specifically the hedonic pricing method and contingent valuation method. The issue of benefit transfer is discussed in detail, too. The key part of the thesis is the fourth chapter, focused on the quantification of external costs of traffic noise. A meta-analysis of a range of noise studies from abroad has been done. Based on its results, the possible values for use in the Czech Republic are discussed. An applied model for the cost benefit analysis of the noise reduction measures, based on the results of the analysis, is attached to the thesis. There is also an applied study of the benefits of the combined transport system RO-LA with respect to the external costs saving and also an overview of the overall external costs from traffic in the Czech Republic.
