Abstract:

Cílem této práce bylo prozkoumat historický vývoj spotřebních daní na tabákové výrobky v České republice od jejich implementace v roce 1993 až po současnost. Práce analyzuje vliv vstupu České republiky do Evropské unie, který vedl k harmonizaci daňového systému, a jeho dopady na stabilizaci a následné změny v sazbách DPH a spotřebních daní. Podrobně zkoumá změny ve struktuře spotřební daně, včetně zavedení kombinovaných sazeb pevné, minimální a procentní daně, a sleduje dynamiku těchto sazeb v průběhu času na různé kategorie tabákových výrobků, včetně cigaret, doutníků a cigarrillos. Výzkum odhalil, že klíčové změny, včetně harmonizace daňového systému po vstupu do Evropské unie, vedly k postupnému zvyšování spotřebních daní, které měly významný vliv na ceny tabákových výrobků a jejich spotřebu. Tato práce poskytuje analýzu dopadů těchto změn na ceny a spotřebu tabákových výrobků, včetně nelegálního trhu s tabákovými výrobky a přispívá k lepšímu pochopení dynamiky regulace tabákových výrobků. Výzkum se setkal i s určitými omezeními, mezi které patří omezená dostupnost dat o nelegálním trhu a možné nejasnosti v souvislostech mezi zvyšováním daní a spotřebou, ovlivněné vnějšími faktory, jako jsou ekonomické krize nebo změny v regulacích.

Abstract:

The aim of this thesis was to examine the historical development of excise duties on tobacco products in the Czech Republic from their implementation in 1993 to the present. The thesis analyses the impact of the Czech Republic's accession to the European Union, which led to the harmonisation of the tax system, and its effects on the stabilisation and subsequent changes in VAT and excise rates. It examines in detail the changes in the structure of excise duties, including the introduction of combined fixed, minimum and percentage tax rates, and traces the dynamics of these rates over time on different categories of tobacco products, including cigarettes, cigars and cigarrillos. The research reveals that key changes, including the harmonisation of the tax system after accession to the European Union, have led to a gradual increase in excise duties, which have had a significant impact on tobacco prices and consumption. This thesis provides an analysis of the impact of these changes on tobacco prices and consumption, including the illicit market for tobacco products, and contributes to a better understanding of the dynamics of tobacco regulation. The research has also encountered some limitations, including the limited availability of data on the illicit market and possible confusion in the link between tax increases and consumption, influenced by external factors such as economic crises or changes in regulation.
