Security Policy of Spain at the Beginning of the 21st Century

Abstract:

Cílem této práce je zhodnotit bezpečnostní politiku Španělska a určit, jaké má Španělsko postavení v rámci NATO. V první části jsem definovala pomocí konstruktivistické teorie důležité pojmy pro tuto práci (identita, bezpečnostní hrozby a bezpečnostní kultura). Ve druhé části jsem pro uvedení do kontextu ve zkratce popsala pozici Španělska a proces přijetí do NATO. Ve třetí části jsem použila vládní dokument „Národní bezpečnostní strategie“, podle kterého jsem zjistila, jaké jsou bezpeční hrozby pro španělskou bezpečnost a jaké cíle podle nich vláda vymezila. Ve čtvrté části jsem hodnotila, jaké nástroje Španělsko používá k dosažení vymezených cílů. Analyzovala jsem, jakými způsoby Španělsko přispívá do NATO (účast ve strukturách, účast na misích a finanční příspěvek). Nakonec jsem předchozí zjištění aplikovala na příkladu Syrské krize 2019. V této části jsem vycházela z informací na oficiálních stránkách Španělských bezpečnostních sil, Ministerstva vnitra a Ministerstva obrany a z prohlášení státníků.

Abstract:

The aim of this work is to evaluate the security policy of Spain and to determine the position of Spain within NATO. In the first part, I defined important concepts for this work (identity, security threats and security culture) using constructivism theory. In the second part, I briefly described the position of Spain and the admission process to NATO. In the third part, I used the government document "National Security Strategy", where I found out what the security threats are to the Spanish security and what goals the government defined. In the fourth part I evaluated the tools Spain uses to achieve the defined goals. I analyzed the contribution of Spain to NATO (structures, missions and financial contribution). Finally, I applied the previous findings to the example of the Syrian crisis 2019. In this part I based on information from the official website of the Spanish Army, the Ministry of Defense and the Ministry of Foreign Affairs and from the official Government statement.
