Vehicle speed measurment through automated devices in Statutory city of Ostrava – the effort to for increasing safety on roads or local budgets?

Abstract:

Od roku 2011 byla do právního řádu zavedena objektivní odpovědnost provozovatele vozidla, která umožňuje postihovat nikoli toliko řidiče, ale rovněž provozovatele vozidla. Cestou automatizovaných měřících zařízení jsou pak zjišťovány přestupky neustanovených řidičů, přičemž tyto pořizují jednotlivé obce. Práce v úvodní části vysvětlí právní úpravu, a následně bude analyzovat problematiku měření rychlosti vozidel ve vybraném statutárním městě, a to s akcentací na bezpečností aspekty v silničním provozu, jakož ekonomickou stránku věci.

Abstract:

Since 2011, objective liability of the vehicle operator has been introduced into the legal order, which makes it possible to penalize not only the driver, but also the vehicle operator. Through automated measuring devices, the offences of un established drivers are then detected, which are purchased by individual municipalities. The work in the introductory part will explain the legislation and will then analyse the issue of measuring the speed of vehicles in the selected statutory city, with an accent on road safety aspects as well as the economic aspect of the matter.
