Controversy over the Istanbul Convention

Abstract:

Tato práce se zabývá Istanbulskou úmluvou a spory, které ji zejména v českém, ale i mezinárodním politickém prostředí provázejí. Cílem práce je představit jednotlivé strany sporu a jejich názorové pozice a argumenty vůči Istanbulské úmluvě. Práce je psána formou přehledové studie, v níž každá kapitola obsahuje základní informace o jednotlivých stranách a vykresluje problematické oblasti související se sporem o Istanbulskou úmluvu. Začátek práce se zabývá samotnou Istanbulskou úmluvou, jejím historickým kontextem a analýzou jejího obsahu. Další kapitoly se věnují již jednotlivým stranám sporu. V prvé řadě je popsána problematika genderu, genderové identity a s tím související genderová a antigenderová hnutí. Třetí kapitola se věnuje feminismu, jeho významu a historii. Následující kapitola se věnuje problematice rodiny. Popisuje to, jak se rodina v průběhu času měnila a také se věnuje ideálu tzv. tradiční rodiny. S tématem rodiny se pojí i problematika domácího násilí, což byl právě jeden z důvodů samotného vzniku Istanbulské úmluvy. Předposlední kapitola vysvětluje pozici církve, která se jako konzervativní organizace sice řadí spíše na stranu tradiční rodiny a antigenderu, ale zároveň v ní dochází k názorovému rozkolu a nejednotě jednotlivých představitelů, kteří se dělí na konzervativní a progresivní proudy. Poslední kapitola představuje konkrétní a významné české aktéry zastupující jednotlivé strany spolu s jejich argumenty a postoji vůči Istanbulské úmluvě. Výstupem práce je pak aplikace informací představených v předcházejících kapitolách na českou politickou scénu. Scénu můžeme rozdělit na dva tábory: příznivce a odpůrce přijetí Istanbulské úmluvy. Výsledky ukazují výraznou názorovou pestrost a rozdílné postoje k otázkám domácího násilí, sexuálních menšin, rodinné a evropské politice. Tábory dále zastávají odlišné postupy, které by měly přispět v úsilí proti domácímu a genderově podmíněnému násilí.

Abstract:

This thesis deals with the Istanbul Convention and the disputes that accompany it, especially in the Czech but also in the international political environment. The aim of the thesis is to present the individual parties of the dispute and their opinions and arguments towards the Istanbul Convention. The thesis is written in the form of an overview study, in which each chapter contains basic information about the individual parties and describes problematic areas related to the dispute over the Istanbul Convention. The beginning of the thesis deals with the Istanbul Convention itself, its historical context and analysis of its content. The following chapters deal with the individual parties of the dispute. First of all, the issue of gender, gender identity and related gender and anti-gender movements are described. The third chapter deals with feminism, its significance and history. The following chapter deals with the issue of family. It describes how the family has changed over time and also deals with the ideal of the so-called traditional family. The topic of family is also associated with the issue of domestic violence, which was one of the reasons for the creation of the Istanbul Convention. The penultimate chapter explains the position of the church, which as a conservative organization ranks more on the side of the traditional family and anti-gender, but at the same time there is a split of opinion and disunity of individual representatives, who are divided into conservative and progressive streams. The last chapter presents specific and important Czech actors representing individual parties together with their arguments and attitudes towards the Istanbul Convention. The output of the thesis is the application of the information presented in the previous chapters to the Czech political scene. The scene can be divided into two camps: supporters and opponents of the adoption of the Istanbul Convention. The results show a significant diversity of opinions and different attitudes to the issues of domestic violence, sexual minorities, family and European policy. The camps also advocate different practices that should contribute to efforts against domestic and gender-based violence.
