Comparison of the tasks of the Czechoslovak gendarmerie in 1938 and the Police of the Czech Republic in 2022

Abstract:

Tato práce je zaměřena na identifikaci možností zlepšení Policie ČR a navrhuje konkrétní kroky ke zlepšení. Klade důraz na srovnání s historickým československým četnictvem a zkoumá, jak lze prvky z minulosti aplikovat v dnešních podmínkách. V teoretické části je podrobně rozebrána historie a vývoj jak československého četnictva, tak současné Policie ČR. Detailně jsou prezentovány počátky a vývoj četnictva, včetně jeho legislativních základů, výstroje, výzbroje, pravomocí a hlavních úkolů z roku 1938. Rovněž je prozkoumána Policie ČR k roku 2022, včetně její struktury, vybavení a rozdělení pravomocí. V praktické části se provádí srovnávací rozbor obou bezpečnostních složek, přičemž se posuzují jejich vybavení, úkoly, donucovací prostředky a metody výcviku. Z rozboru vyplývají závěry o možných paralelách mezi současnou strukturou Policie ČR a československým četnictvem z roku 1938, včetně identifikace hlavních styčných bodů a inovačních příležitostí. Na závěr jsou vyhodnoceny, zda byly stanovené cíle projektu dosaženy, nebo zda výsledky studie tyto cíle spíše vyvracejí.

Abstract:

This work is focused on identifying the possibilities for improvement within the Police of the Czech Republic and suggests concrete steps for improvement. It emphasizes the comparison with the historical Czechoslovak gendarmerie and examines how elements from the past can be applied in today's conditions. In the theoretical part, the history and development of both the Czechoslovak gendarmerie and the current Police of the Czech Republic is analyzed in detail. The beginnings and development of the gendarmerie are presented in detail, including its legislative foundations, equipment, armament, powers and main tasks from 1938. The Police of the Czech Republic in 2022 is also examined, including its structure, equipment and division of powers. In the practical part, a comparative analysis of both security forces is carried out, while their equipment, tasks, coercive means and training methods are assessed. The analysis results in conclusions about possible parallels between the current structure of the Police of the Czech Republic and the Czechoslovak gendarmerie from 1938, including the identification of the main points of contact and innovation opportunities. At the end, it is evaluated whether the set goals of the project were achieved, or whether the results of the study rather refute these goals.
