Abstract:

Předkládaná diplomová práce řeší otázku zhodnocení sociálního užitku vzhledem k možnosti zákazu využívání automobilů se spalovacím motorem ve městě Stuttgart. Pro řešení příslušného výzkumného problému jsou v diplomové práci zpracovány dílčí analýzy vážící na nutné související investice a sociální užitek vzhledem k příslušným zájmovým skupinám, kdy faktický zákaz vozidel se spalovacím motorem bude akceptovatelný pouze v případě relevantních identifikovatelných přínosů takovéto změny. Analytická část práce využívá přístupu založeném na sociální návratnosti investice (SROI). Prostřednictvím tohoto přístupu jsou prvotně analyzovány nutné vstupy, tj. co tvoří nutnou investici vzhledem k zájmové skupině municipality Stuttgart a jejích obyvatel. Následně jsou identifikovány příslušné výstupy, a to prostřednictvím vymezených cílů daného strategického projektu změny, dále pak stanoveny související výsledky projektu pro determinaci klíčových podkladů vzhledem k jejich vyhodnocení prostřednictvím metody SROI. Uváděný metodický přístup je relevantně využitelný k ověření opodstatněnosti investice a to vzhledem k potenciálním přínosům pro dotčené zájmové skupiny daného projektu. Výstupy a související komplexní výsledky aplikované metody SROI jsou následně využity k řešení stanoveného výzkumného problému.

Abstract:

This thesis entitled „Stuttgart - free of cars with combustion engines - social economic benefits“, examines the question whether a ban on vehicles with combustion engines in the city of Stuttgart could result in social benefits. In order to answer this question, the thesis analyses what the city and its residents would have to invest and what they would receive in return if this project was implemented, premised on the fact that a ban would only be accepted if the city and its residents received a return. The analysis in this work is therefore based on the social return on investment approach, abbreviated SROI. With the help of this approach, this thesis first analyses the input, i.e. what the city and the citizens would have to invest. This is followed by a definition of the output, i.e. the objective of the project, and finally the result is determined and calculated to obtain a key figure for the SROI of this project. This approach can be used to assess whether the investment is justified and whether it would bring benefits to the residents and the city. This result will ultimately represent the answer to the question of this thesis.
