The position of non-military private security companies in the Czech Republic

Abstract:

Moje diplomová práce se zabývá otázkou soukromých bezpečnostních společností. Konkrétně se zaobírá problematikou postavení nevojenských soukromých bezpečnostních společností v ČR. V první řadě se práce zaměřuje na vymezení soukromých bezpečnostních společností a jejich bezpečnostní činnosti. Práce kriticky analyzuje současný stav a klíčové body v minulosti. Práce zkoumá otázku, zda je současný legislativní rámec soukromých bezpečnostních společností v ČR dostatečný a jak by se mohla soudobá situace změnit k lepšímu. Práce rozebírá nejen velmi starý zákon o živnostenském podnikání, ale zaměřuje se například i na vládní návrh zákona o soukromé bezpečnostní činnosti. Práce kriticky vyhodnocuje, jak se mohou soukromé bezpečnostní společnosti podílet na zvyšování bezpečnosti České republiky a jak mohou pomoci orgánům bezpečnostního systému ČR. Klíčová slova: soukromé bezpečnostní služby, soukromá bezpečnostní činnost, bezpečnostní systém ČR, koncese, privatizace bezpečnosti.

Abstract:

My diploma thesis deals with the issue of private security companies. In particular, it deals with the issue of the status of non-military private security companies in the Czech Republic. In the first place, the thesis focuses on defining private security companies. The thesis critically analyzes the current state and key points in the past. The thesis examines the question of whether the current legislative framework of private security companies in the Czech Republic is sufficient and how the current situation could change for the better. Thus, the work is not only analyzed by a very old law on trade licensing, but it also focuses on the government bill on private security activities. The paper critically evaluates how private security companies can participate in increasing the security of the Czech Republic and how they can help the authorities of the Czech security system.
