Russian minority in Latvia and its influence on Latvia-Russia relations

Abstract:

Existuje mnoho faktorov, ktoré ovplyvňujú vzťahy medzi štátmi ako napr. ekonomika, politika, ideológia avšak táto práca sa bude zaoberať národnostnou menšinou ako faktorom, ktorý ovplyvňuje bilaterálne vzťahy štátov. Odpoveď na to či národnostná menšina ovplyvňuje vzťahy dvoch krajín nachádzame v teórii Triadického vzťahu od Rogera Brubakera. Táto teória v našom prípade zahŕňa Lotyšsko ako nacionalizujúci štát, ruskú menšinu v Lotyšsku ako národnostnú menšinu a Rusko ako externú domovskú krajinu. V tomto modely sú títo traja aktéri prepojení a reagujú na seba navzájom. Táto práca bude analyzovať chovanie každého aktéra a následne vysvetliť reakcie ostatných aktérov na toto chovanie. Pomocou vysvetlenia Triadického vzťahu na príklade Lotyšska, ruskej menšiny a Ruska v časovom období od 1991 do 2004, sa budeme snažiť odpovedať na otázku či ruská menšina ovplyvňovala vzťahy medzi Ruskom a Lotyšskom. Ako príklady použijeme odsun ruských vojsk alebo jazykovú legislatívu.

Abstract:

There are many factors which influence relations among the states for example economy, politics or ideology. However, this thesis deals with a national minority as a factor which has an impact on the bilateral relations of the states. We decided to use Roger Brubaker´s the Triadic nexus theory which explains how the national minority could influence relations between two states. In our case the Triadic nexus theory refers to Latvia as a nationalising state, the Russian minority as a national minority and Russia as an external national homeland. All three actors are interrelated and influence each other, therefore, this thesis is analysing behaviour in each of the three actors. Consequently, behaviour of each actor causes reactions of the next two actors. In the end, an explanation of interrelation among Latvia, the Russian minority and Russia in the time period from 1991 to 2004 will help us to answer question whether the Russian minority influenced Latvia-Russia relations. We focus on the major events within this time such as Legislation or Russian forces withdrawal.
