Recognition of influence of drawing the financial funds of EU on the Czech Republic´s transport policy

Abstract:

Anotace Cílem této bakalářské práce je analýza vlivu čerpání finančních prostředků fondů Evropské unie na rozvoj dopravní infrastruktury v České republice v rámci její dopravní politiky. V první části práce provádím popis a analýzu vývoje dopravní politiky ČR v období od počátku 90. let po období před vstupem do EU. Ve druhé části práce analyzuji období po samotném vstupu do EU až po současnost a popisuji proces spolufinancování Evropskou unií prostřednictvím strukturálních fondů a Fondu soudržnosti v rozpočtovém období 2004 -- 2006 a 2007 -- 2013. Po té provádím komparaci těchto dvou etap s cílem zjistit, jaký vliv mělo čerpání fondů z EU na dopravní politiku v České republice. V další části analyzuji dva vybrané projekty. První projekt je výstavba obchvatu města Holice, který byl financován pouze státem. Druhým projektem je výstavba silnice I/34 Stráž nad Nežárkou, na jehož realizaci se kromě státu podílela také EU. Analýzou těchto projektů hodlám zjistit, který způsob financování byl z ekonomického hlediska výhodnější.

Abstract:

Annotation: The main point of this study is to analyze the effect of drawing the financial funds from the European Union for development of the traffic infrastructure in Czech Republic in term of it's transport policy. In the first part of this study I describe and analyze the progress of transport policy in Czech Republic from the earlies 90s till the entrance to EU. In the second part of the study I analyze after which Czech Republic has entered the EU till present and I describe the process of cofinancing by the EU and it's structural funds and Cohesion fund in the budget period from 2004 to 2006 and from 2007 to 2013. Than I compare these two periods and my aim is to find out the influence of drawing the funds on the transport policy in Czech Republic. I also chose two projects and I would like to analyze them. The first project is about building-up the orbital of Holice city, funded only by the state and the second one is about building-up the motorway I/34 Stráž nad Nežárkou, funded by both state and EU. By analyzing these two projects, I am going to find more economically efficient way of financing.
