Abstract:

Prioritním cílem práce je celkové zhodnocení a porovnání efektivnosti čerpání finančních prostředků z EU v období 2004-2006 a 2007-2013 s použitím komparace České a Slovenské republiky. Obě země mají významnou příležitost čerpat z prostředků EU nemalé finanční prostředky. Sekundárním cílem je potvrzení či vyvrácení hypotézy, kdy by měla ČR vzhledem ke své velikosti a počtu obyvatel čerpat dvakrát tolik prostředků z EU oproti Slovensku. Práce je rozdělena do 7 kapitol, které jsou doplněny závěrečným hodnocením. V první kapitole práce nastiňuji historický vývoj EU a současný stav, věnuji se problematice rozpočtu EU a jednotlivým finančním sedmiletým rámcům. V závěru první kapitoly jsou vysvětleny pojmy čisté pozice a uvádím porovnání za ČR i Slovensko. Problematika strukturální a regionální politiky EU, příčiny vzniku regionální politiky a principy strukturální politiky jsou vysvětlovány v druhé kapitole. V dalších kapitolách vystavuji oba státy porovnání v rámci regionálního členění, regionálního rozvoje ale také realizace regionální politiky. Ve třetí kapitole je věnována pozornost cílům regionální politiky v rámci EU a jednotlivým politikám soudržnosti v sedmiletých cyklech. Čtvrtá a pátá kapitola nabízí charakteristiky fondů využívaných v ČR a na Slovensku se zaměřením na jednotlivé Cíle programových období. Porovnání celkových alokovaných finančních zdrojů a úspěšnosti čerpání vč. efektivnosti v jednotlivých programových obdobích a komparace obou zemí jsou v šesté kapitole. Poslední kapitola nabízí mezinárodní srovnání úspěšnosti čerpání stavů čerpání strukturálních fondů za ČR, Slovensko a ostatní členské státy EU.

Abstract:

The main target of thesis is to evaluate and compare the overal efficiency of utilization of EU funds in the periods 2004 -- 2006 and 2007 -- 2013 using the comparison of Czech and Slovak Republic. Both countries have a great opportunity to draw on the financial resources from EU. The secondary objective is to confirm or refute the hypothesis that the Czech Republic due to its size and population should draw on twice as much of the EU resources compared to Slovak Republic. The thesis is divided into seven chapters, which are complemented by the final score. The first chapter outlines the historical development and current state of the EU, I attend to the EU budget and individual financial frameworks for seven years. At the end of the first chapter are the concepts of the nett positions explained. I present the comparison for the Czech and Slovak Republic. The issue of structural and regional policy, the causes of regional policy and structural policy are explained in the second chapter. In other chapters both states are displayed into comparison in terms of regional breakdown, regional development, but also the implementation of regional policy. The third chapter is devoted to the objectives of regional policy within the EU and individual policy coherence in seven-years cycles. The fourth and fifth chapter provides the characteristics of the EU funds used in the Czech and Slovak Republic focusing on individual goals of the programming periods. Comparison of total allocated financial resources and utilization success incl. Effectiveness in different programming periods and comparison of the two countries we can find in the sixth chapter. The last chapter provides an international comparison of the success of drawing of finances from structural funds for the Czech Republic, Slovakia and other EU Member states.
