The Basic Evolution Phases of Regional Politics in European Countries and European Union

Abstract:

Diplomová práce se zabývá základními vývojovými etapami regionální politiky Evropské unie. Východiskem je obecná charakteristika regionální politiky jako součást politiky hospodářské, příčiny jejího vzniku, nástroje a různá pojetí. Je popsán průběh integračního procesu v Evropských společenstvích a Evropské unii s důrazem na skutečnosti, které měly význam pro rozvoj regionální politiky. Jedná se zejména o postupné rozšiřování EU o země s nestejnou ekonomickou a sociální úrovní a o budování jednotného vnitřního trhu EU. Vývoj samotné regionální politiky EU je rozdělen do pěti období a každé z nich je charakterizováno prostřednictví Cílů, event. Iniciativ Společenství, případně změn, které v období proběhly. Podrobně jsou charakterizovány fondy zaměřené na regionální politiku a politiku hospodářské a sociální soudržnosti, včetně otázky jejího financování a institucionálního zabezpečení. Rovněž je zmapována soudobá praxe regionální politiky EU v České republice a její institucionální zabezpečení.

Abstract:

The thesis deals with the basic evolution phases of regional politics in European Union. The starting point is the general characteristic of a regional politics as a part of an economic politics, causes of its origin, instruments and different approaches. The integration process is described in the European Communities and European Union with the accent on the realities which had a big importance for the regional politics development. It concerns especially the gradual widening of the EU about the countries with an unequal economic and social level and about the single internal market of the EU. The regional politics development is divided into five periods. Each period is characterised by means of the Goals and possibly Initiatives and changes which came about in this period. There are in detail characterised funds which are concerned on the regional politics and the politics of an economic and social cohesion, inclusive the question of their financing and institutional arrangements. There is also charted the contemporary practise of the EU regional politics in the Czech Republic and its institutional arrangement.
