Analysis of foreign policy goals of EU presidency depending on state’s regional preferences

Abstract:

Práce se zabývá zahraničněpolitickou agendou předsednictví Rady EU v kontextu geografických preferencí jednotlivých předsednictví, promítnutých do programu předsednictví. Vzhledem k omezenému rozsahu práce bylo vybráno posledních deset předsednictví, přičemž posledním je nedávno ukončené předsednictví švédské a prvním lucemburské z roku 2005. V teoretické části práce nastiňuje, jaká byla situace před platností Lisabonské smlouvy, kdy měla předsednictví velkou možnost ovlivnit zahraničněpolitickou agendu. Popisuje nástroje, díky kterým mohlo předsednictví do agendy promítnout své priority obsažené v programu předsednictví. Následuje analýza jednotlivých programů, práce se jejím prostřednictvím snaží dokázat, že ve formulaci zahraničněpolitických preferencí států sehrává velkou roli proměnná geografické příslušnosti, tedy že předsednictví preferují zejména regiony, na kterých mají geografický a strategický zájem, případně historické vazby.

Abstract:

The thesis deals with foreign policy agenda of presidencies of the EU Council in the context of geographical preferences reflected into presidencies’ programmes. Considering limited extent of the thesis it only deals with the last ten presidencies, the first one being the presidency of Luxembourg which took place in 2005 and the last one being the presidency of Sweden which ended recently. In theoretical part the thesis outlines the situation before the Lisbon treaty came into force and the presidencies had had a great chance to influence foreign policy agenda. It describes the instruments which were used by presidencies to reflect their priorities included in presidency’s programme into agenda. Next part of the thesis is an analysis of programmes through which the thesis tries to prove that when formulating foreign policy preferences of states the geographical parameter is very important, meaning that the presidencies prefer mainly regions in which they have geographical or strategic interest eventually historical bounds.
