The comparison of Upper Houses in the Czech Republic and Poland in political process

Abstract:

Cílem bakalářské práce je analyzovat pravomoci a postavení horních komor parlamentů v České republice a Polsku, tedy dvou zemích tzv. třetí vlny demokratizace, které po přechodu k demokracii na přelomu 80. a 90. let 20. století přijaly bikameralismus jako model uspořádání zákonodárné moci. Práce se tak zaměří na analýzu několika oblastí: 1) organizační uspořádání a způsob konstituce druhých komor; 2) kompetence druhých komor; 3) roli druhých komor v politickém procesu. Výsledkem analýzy poté bude srovnání pozice druhých komor v České republice a Polsku s pomocí v teoretické části vymezených kritérií. Z hlediska metodologie bude práce založena na deskriptivně-analytické a komparativní metodě.

Abstract:

The aim of the bachelor thesis is to analyze the power and position of the Upper House of the Czech Republic and Poland. The countries of the so-called third wave of democratization, which, after the transition to democracy at the turn of the 1980s and 1990s, accepted bicameralism as a model of legislative power. My thesis will focus on the analysis of several areas: 1) a structure of organization and method of constitution of the Upper Houses; 2) a power of the Upper Houses; 3) a role of the Upper Houses in the political process. The result of the analysis will be a comparison of the position of the Upper Houses in the Czech Republic and Poland with the help of defined criteria in the teoretical part. In terms of methodology, the work will be based on a descriptive-analytical method and comparitive method.
