Analysis of the Impact of Foreign Exchange Reserves on the Effectiveness of Monetary Policy Instruments of the Czech National Bank in the Period 1993-2022

Abstract:

Cílem bakalářské práce je analyzovat vývoj a využívání devizových rezerv v monetární politice České národní banky a posouzení efektivity a úspěšnosti nástrojů monetární politiky. Hypotézou této bakalářské práce je, jestli nadměrné devizové rezervy ovlivňují účinnost nástrojů monetární politiky České národní banky. Teoretická část nastiňuje obecné pojetí devizových rezerv, inflace a nástrojů monetární politiky. V praktické části jsou ukázány změny v devizových rezervách v období měnové krize (1997), takzvaného kurzového závazku (2013–2017) a devizových intervencí (2022). Z analýzy dat bylo zjištěno, že Česká národní banka v letech 2013–2017 vytvořila velké množství devizových rezerv, které snižují účinnost úrokových sazeb. Metodou analýzy a komparace došlo ke splnění cílů a potvrzení hypotézy. Konečná úspěšnost monetární politiky je posouzena podle inflačního cíle České národní banky.

Abstract:

The aim of the bachelor's thesis is to analyze the development and utilization of foreign exchange reserves in the monetary policy of the Czech National Bank and to assess the effectiveness and success of monetary policy tools. The hypothesis of this bachelor's thesis is whether excessive foreign exchange reserves influence the efficiency of the Czech National Bank's monetary policy tools. The theoretical part outlines the general concept of foreign exchange reserves, inflation, and monetary policy tools. In the practical part, changes in foreign exchange reserves during the currency crisis (1997), the so-called exchange rate commitment period (2013-2017), and foreign exchange interventions (2022) are presented. The conclusion of data analysis elaborates on reduced effectiveness of interest rates due to creation of significant amount of foreign exchange reserves during the years 2013-2017 by Czech National Bank. The objective of the thesis has been achieved and hypothesis confirmed by analysis and comparison. The ultimate success of the monetary policy is assessed based on the inflation targeting of the Czech National Bank.
