Abstract:

Cílemtohotovýzkumubyloprozkoumat, proč se současnýmsystémemvoličů v Ghaněneexistuježádnýexterníhlasovacísystém a také to, jakýlidé v Diaspořemajípocit z toho, žejsouvyloučeni z volnéhopohybu v zahraničí. Bylynavrženy a poslánydotazníky pro Ghaňané, kteřížijí v Českérepublice, aby shromáždit data o tom co simyslínatototéma. Data bylaanalyzovánapomocíkřížovýchtabulek, párovýchvzorkovýchtestů, analýzy Chi-Squared aanalýzyhlavníchkomponentů a bylyzaznamenánynásledujícízávěry. Abstract:

The purpose/objective of this research was to investigate why with the current system of Ghanaian electorate there is no External voting system and also how people in Diasporas feel about being excluded from voting abroad. Survey questionnaires were designed and send to Ghanaians living in the Czech Republic to gather what they feel and think about the subject. The data was analysed by means of Crosstables, Paired Sample Tests, Chi-Squared and Principal Component Analysis and the following conclusions were noted. The people living in the diaspora do not buy the fact that the absence of External Voting is an issue of lack of Resources. In Parliamentary debates about the issue in Ghana, one of the main reasons on the sluggish to the implementation of it was the issues of cost. It has also been noted that most of the respondents preferred the system to be implemented in Ghanaian embassies in each respective country they are and they believe that the elections no matter where they are been held they will be credible. In contrast to the belief the incumbents who will be ruling in government by then, especially those who will be in power. In conclusion, to all the reasons mentioned as hindrances to external voting, it has been noted that the reasons are not material but the real fact is Policy Inconsistency. The changing of government every term is actually a hindrance to the implementation of important policies meant to promote democracy. This is because an incoming government will change or abandon every project the outgoing government was working on even if it was meant for national development.
