EU Battlegroups: Analysis of Efficiency of the Concept

Abstract:

Roku 2005 vstoupil do provozu koncept rychlé vojenské reakce bojové skupiny EU a roku 2007 dosáhl svých plných operačních schopností. Ačkoliv jeho využití bylo zvažováno hned několikrát, z různých důvodů nikdy nebyl použit, a aktéři mezinárodního krizového managementu vždy využili jiného řešení bezpečnostních krizí. Mezi participujícími státy roste vzhledem k vysokým nákladům a nízkému přínosu konceptu nespokojenost s tímto stavem a ozývají se jak hlasy, které volají po jeho nutné reformě, taky ty, které volají po jeho zrušení. Tento výzkum tak cílí na zjištění těch faktorů, které brání nasazení bojových skupin EU do akce. Zaměřuje se zejména na roli národních států v rozhodovacím procesu a jejich motivaci k nasazení či nenasazení bojových skupin v případě konkrétních situací a z druhého úhlu pohledu analyzují procedurální a strukturální vlastnosti konceptu, které ovlivňují jeho vhodnost k řešení současných bezpečnostních výzev.

Abstract:

The EU Battlegroups was established in 2005 as a concept of rapid military reaction and it reached its full operational capacity in 2007. Its deployment have been considered many times but since today it was never used in action for various reasons and those actors responsible for internaional crisis management alway seems to consider other options for tackling security crises to be better than the Battlegroups. Participating states are becoming more and more dissatisfied because of high financial responsibility and small benefits of the concept. The only option left is to reform or to let go. This reaserch is therefor aiming at identification and explanation of those factors that prevents the deployment of the concept. The main focus is on role of national states in decision making proces and their motivation to deploy the Battlegroups or not. On the other hand it tries to explain procedural and structural properties of the concept that affect its suitability for solving contemporary security challagnes.
