Úloha Evropské unie při prosazování demokracie v Ázerbájdžánu

Abstract:

Tato studie si klade za cíl prostudovat vliv Evropské unie prostřednictvím EPS a Evropskéhoparlamentu na demokratizační proces v Ázerbájdžánu, neboť zpochybňuje úspěch podmíněnostia regulačního tlaku, který EU používá jako nástroj ke stimulaci změn v nedemokratickýchstátech, které nejsou členy EU.Dosažení tohoto cíle bylo podpořeno pohledem na stav lidských práv v Ázerbájdžánu, který sezaměřil na politické vězně, svobodu tisku a sdělovacích prostředků, občanskou společnost a mírupolitické účasti občanů.V této práci byla použita obsahová analýza, ve které byly zváženy důležité a relevantní zprávyEU, včetně akčního plánu, evropské politiky sousedství, zprávy o zemi v Ázerbájdžánu, zprávy osummitu Východního partnerství a zpráv Freedom House Nations. Z analýzy obsahu těchtozpráv vyplynulo, že EU díky svým podmínkám dosáhla nevýznamného vlivu na podporudemokracie v Ázerbájdžánu. Důvodem je, že členové EU soutěžípokud jde o Ázerbájdžán, protože někteří členové mají zájem o energetické zdroje v zemi, jsouproto méně kritičtí k událostem v Ázerbájdžánu. Skutečnost, že Ázerbájdžán nemá zájem vbudoucnosti přistoupit k EU, také omezuje využívání podmínek ve vztahu kÁzerbájdžánu. Práce byla zakončena prohlášením, že aby EU měla větší vliv na demokratizačníprocesy v Ázerbájdžánu, musí přehodnotit svou EPS a EP a být aktivnější při porušovánílidských práv.

Abstract:

This research aims to exam the influence of the European Union through ENP and EP ondemocratization process in Azerbaijan, as it questions the success of the conditionality andnormative pressure used by EU as a tool of inducing change in undemocratic states that arenot members of the EU. Achieving this aim was supported by looking at state of human rightsin Azerbaijan that centered on political prisoners, freedom of press and media, and civilsocieties and the degree of political participation by the citizens.This thesis used content analysis that looked at important and pertinent reports from the EU thatincluded Action Plan, European Neighborhood Policy, Azerbaijan Country Report, EasternPartnership Summit report and Freedom House Nations reports. The analysis of contents fromthese reports revealed that EU through its conditionality has achieved little influence inpromoting democracy in Azerbaijani. The reason being that the EU members have competinginterests when it comes to Azerbaijan since as some members are interested in energy resourcesin the country hence are less critical of the happenings in Azerbaijan. The fact that Azerbaijan isnot interested in joining the EU in future as well limits the use of conditionality onAzerbaijan. The thesis has concluded by stating that for the EU to have a bigger influence indemocratization processes in Azerbaijan, it needs to rethink its ENP and EP and be more vocal inhuman rights abuses.
