Semi-presidentialism: President in the French Fifth Republic

Abstract:

K roku 1958 se datuje vznik V. Francouzské republiky, která se díky své specifičnosti stala od samého počátku zájmem mnoha badatelů. Právě ve Francii nachází politolog Maurice Duverger vzor pro svůj nový model politického systému. Duvergerova teorie se stala stěžejní pro další studium semiprezidencialismu a stala se inspirací pro mnoho nově vznikajících režimů. Hlavním cílem práce je analyzovat postavení francouzského prezidenta v rámci poloprezidentské formy vlády. Teoretická část práce se zabývá podstatou poloprezidentského režimu, jeho charakteristickými znaky a jakou roli v něm sehrává prezident. Empirická část se zaměřuje na prezidentovy ústavně zakotvené pravomoci. Dále nastiňuje reformy, které měly dopad na instituci prezidenta. Tato část rovněž odpovídá na otázku, proč je prezidentova míra vlivu tolik závislá na jeho vztahu s premiérem.

Abstract:

In 1958 the French Fifth Republic was established. The creation of the Fifth Republic was in the interest of many researchers due to its specificity. A political scientist Maurice Duverger found an inspiration for a new type of the political system in the emergence of the new republic. Duverger's theory of semi-presidentialism became the fundemental for further study and it became a model for many emerging regimes. The main aim of the thesis is to analyze the president's position in the French semi-presidential political system. The theoretical part of the thesis describes an essence of the semi-presidentialism, its characteristics and the role that president plays in this system. The empirical part focuses on the president's constitutionally enshrined powers and it outlines the reforms that had an impact on the institution of the president. This part also answers the question why the president's influence depends so much on his relationship with the prime minister.
