Administrative supervision of bets, lotteries and gambling in the Czech Republic

Abstract:

Bakalářská práce se zaměřuje na téma regulace hazardu na území České republiky. Práce se primárně zabývá legislativním rámcem, efektivností právní úpravy a její vymahatelnosti. Cílem práce je vyhodnocení a analýza získaných dat z dostupných zdrojů poskytované Ministerstvem financí ČR a Celní správou ČR, kteří jsou hlavními dozorujícími orgány v oblasti regulace hazardu. Teoretická část je pro lepší orientaci empirické části zaměřena na vysvětlení základních legislativních pojmů, definic a komparaci právních úprav současnosti s minulostí. Součástí práce je zároveň popis rizik hazardních her, jako je patologické hráčství a možnosti jeho prevence. V závěrečné části bakalářské práce jsou stanoveny hypotézy, které jsou na základě metodického výzkumu vyhodnoceny. Výsledkem je posouzení, zdali je regulace hazardu na území České republiky dle aktuální legislativy efektivní a naplňuje vize, pro které byla vytvořena.

Abstract:

The Bachelor thesis deals with the topic of gambling regulation in the Czech Republic. The thesis primarily deals with the legislative framework, effectiveness of legislation regulations, and their enforceability. The aim of the work is to evaluate and analyse the obtained data from available sources provided by the Ministry of Finance of the Czech Republic and the Customs Administration of the Czech Republic, who are the main supervisory authorities in the field of gambling regulation. For a better orientation of the empirical part, the theoretical part is focused on explaining basic legislative concepts, definitions and comparing the legislation arrangements of the present with the past. The work includes a description of the risks of gambling, such as pathological gambling and the possibilities of preventing it. The final part of the Bachelor thesis sets out hypotheses that are evaluated based on methodological research. The result is an assessment of whether the regulation of gambling on the territory of the Czech Republic according to current legislation is effective and fulfils the vision which it was created for.
