Electoral Violence in the Region of the Western Balkan Countries

Abstract:

Voľby, vo svojom jadre založené na súťaživosti, sú definované logikou stretu ideí a osobných preferencií v rámci nenásilnej konfrontácie v špecifikom priestore volebnej arény. Ak je rámec funkčný, dokáže eliminovať nezlučiteľné ciele, pričom do popredia vystupuje koncept férovosti, ktorý je spojený s očakávaním akceptácie výsledkov voľby. Ak je na druhej strane konflikt vo volebnej aréne eskalovaný do podoby negatívnej konfrontácie, jeho povaha získava často násilnú podobu s výrazným dopadom na legitimáciu moci v politickom systéme. Tento interakčný model vystupuje do popredia predovšetkým v kontexte post-konfliktných a demokratizujúcich sa spoločnosti, ktoré sú náchylné k otrasom a krízam, často sprevádzaných práve násilím. S koncom studenej vojny a akceleráciou tretej vlny demokratizácie bola odborná verejnosť svedkom mnohých spoločensko-politických zmien, v rámci ktorých bol proces transformácie turbulentný alebo dokonca násilný. Voľby ako jeden zo základných pilierov transformácie stáli v centre týchto procesov, ktoré viedli k významným víťazstvám demokracie (Československo, Poľsko, Maďarsko, Slovinsko), ale i k trpkým sklamaniam (západný Balkán, Rusko, Bielorusko, arabský svet). Samotný inštitút hlasovania sa v tomto kontexte stal základným stavebným kameňom, ktorý demokratizačné/transformačné procesy naštartoval a následne z veľkej časti definoval. Volebné násilie ako negatívny prejav politickej konfrontácie často tieto zmeny sprevádzalo. Cieľom dizertačnej práce je formulácia teoretických argumentov, ktoré by dokázali vysvetliť výskyt volebného násilia v priestore krajín západného Balkánu. Tieto argumenty sú následne interpetované, aby vytvorili základ pre pochopenie fenoménu volebného násilia, jeho príčin a podoby (pýtame sa „Aké podmienky môžu hrať rolu v eskalácii volebného násilia?“). V tomto kontexte sú teoretické argumenty týkajúce sa povahy politického násilia rozvíjané skrze kontextuálne elementy demokratizácie a post-konfliktnej rekonštrukcie. Tento teoretický základ je následne konfrontovaný s dátami o výskyte volebného násilia v priestore krajín západného Balkánu, ktorý predstavuje typologicky nové prostredie, kde samotný fenomén doteraz nebol systematicky skúmaný. Dizertačná práca prezentuje sedem prípadových štúdií z regiónu západného Balkánu, ktoré mapujú incidenty volebného násilia v post-Juhoslovanskej/post-socialistickej ére, ktorá zahrňuje obdobie 1990/91 až 2012. Základnou analytickou jednotkou sú prezidentské a parlamentné voľby, ktoré boli organizované medzi rokmi 1990 a 2012 (76 volieb). Každá prípadová štúdia stručne analyzuje kontext transformácie a premeny politického prostredia a následne sa zameriava na konkrétne akty násilia v čase volieb. Tento prístup následne umožňuje identifikáciu základných vzorcov, ktoré je možné (aspoň čiastočne) generalizovať. Teoretické argumenty sú na pozadí empirických dát interpretatívne diskutované, pričom je zdôraznený regionálny rozmer volebného násilia (pýtame sa: „Aké vzorce volebného násilia existujú v regióne západného Balkánu?“). Takto formulované závery sú následne testované prostredníctvom kvalitatívnej komparatívnej analýzy v podobe fuzzy setov (fsQCA). Teoretické argumenty sú analyzované na makro úrovni regiónu západného Balkánu a pomocou formálnych nástrojov Booleanskej algebry sú identifikované možné scenáre výskytu volebného násilia v regióne. Hľadanie takzvaných „kauzálnych receptov“ pre výskyt volebného násilia nám umožňuje lepšie pochopiť príčiny tohto fenoménu a zároveň naznačuje možné nástroje prevencie. Výsledky poukazujú na skutočnosť, že volebné násilie môže byť vysvetlené len skrze komplexné rámce, ktoré zahrňujú

vzájomne prepojené a neustále sa ovplyvňujúce premenné. Táto komplexnosť je vnímaná ako inšpiratívny prístup k výskumu volebného násilia, kde je zdôraznený vzťah politických ako aj apolitických činiteľov v eskalačnom vzorci. V tomto kontexte dizertačná práca identifikuje štyri kauzálne modely, ktoré sa snažia vysvetliť aspoň časť volebného násilia v regióne západného Balkánu. Prvý model zahrňuje kombináciu podmienok ekonomickej deprivácie a nerovnosti s výraznou pozíciou externého aktéra a jeho záujmov v regióne. Druhý model popisuje ekonomickú depriváciu, ktorá je kombinovaná s etno-kultúrnou diverzitou, ktorá eskaluje do násilia v primordialistickom vymedzení kategórií MY a ONI. Tretí scenár vysvetľuje výskyt volebného násilia ako produkt slabých demokratických inštitúcií, ktorých efekt je kombinovaný s etnickým napätím a prítomnosťou silného externého aktéra. Posledný model je založený na nízkej kvalite demokracie, ktorá je sprevádzaná autoritatívnymi tendenciami, a to v prostredí, kde neprebieha ozbrojený konflikt, neexistuje výrazné etno-kultúrne pnutie na úrovni politík a externí aktéri majú relatívne slabé postavenie v rámci formovania politík. Závery poukazujú na stabilnú prítomnosť volebného násilia v regióne západného Balkánu, pričom je identifikovaná premena v prevažujúcich interakčných vzorcoch. Tieto zistenia tvoria základ pre ďalší výskum a diskusiu, ktorej relevancia presahuje regionálne vymedzenie tejto práce.

Abstract:

An election at its core consists of the element of competition – a formal logic that presupposes the contest of ideas and preferences in a peaceful and deliberative way. In its effective form, the institution of voting mitigates incompatible objectives with a simple idea of fairness and, more importantly, supports an expectation of acceptance of the outcome. However, the conflicting element of elections also generates a significant threat that is proportional to the risk of what can be lost and gained in the process of voting. This concept is even more important in the context of post-conflict and democratizing societies, which are often linked to a higher risk of the occurrence of imbalance. This includes a broad dynamic that covers intimidation and small street clashes with stone throwing, but also mass protests with thousands of people involved and heavy unrest. With the end of the Cold War and the acceleration of the third wave of democratization, we have witnessed a number of cases where the democratization process has been turbulent, even violent. Elections, as one of the pillars of transformation efforts, have stood in the centre of these processes and have moved these countries out of the initial phase of transition to important victories (Czechoslovakia, Poland, Hungary, Slovenia) but also failures (such as in the Western Balkans, the Russian Federation, or Belarus, and more recently Egypt, Yemen, or Ukraine). As a matter of fact, the institution of voting has become the cornerstone of programmes designed to support democratic transformation, and despite criticism that points out paradigm failure, this mode of democracy support remains largely unchanged. The goal of the thesis is the formulation of empirically-backed theoretical arguments about electoral violence that can be further tested, and to develop a formal framework that is able to cover and (at least in general terms) to explain what electoral violence is and what causes it (we ask “What conditions might play a role in the escalation of (electoral) violence?”). The theoretical outline is subsequently accompanied by the contextual elements of democratization and post-conflict reconstruction that are identified as the main dimension in which violent behaviour occurs. The theoretical arguments about violence are interlinked with the strategies for democracy promotion based on elections and their position in constituting democratic order. This connection is crucial for the interpretation of violence, which can be generally perceived as a widespread phenomenon with a stable position in human interaction. Theoretical arguments are then combined with empirical evidence about the occurrence of electoral violence in the Western Balkans, a typologically new environment where the phenomenon has not been systematically studied yet. The thesis presents seven case studies of electoral violence which are defined by the national contexts of seven Western Balkan republics. Each of the case studies maps the occurrence of electoral violence in the modern post-Yugoslav/post-Socialist era, covering the period from early 1990/1991 to 2012. The organizational meta- unit of analysis is the national level of each of the Western Balkan countries (Croatia; Serbia; Bosnia and Herzegovina; Montenegro; the Former Yugoslav Republic of Macedonia; Albania; and Kosovo). The particular subjects of analysis are presidential and parliamentary elections that were held on the national level between 1990 and 2012 (76 elections). Each case study briefly analyses the context of transformation and political development and then focuses on actual acts of violence during the elections. This approach allows the identification of key patterns that are possible to generalize. Theoretical arguments are subsequently adjusted and modified in the context of existing data to formulate substantive theoretical arguments about electoral violence (we ask “What patterns [who, when, where, what consequences,

etc.] of electoral violence exist in the region of the Western Balkan countries?”). Theoretical background is then combined with empirical evidence through Qualitative Comparative Analysis (QCA; more specifically fsQCA). fsQCA was chosen for the whole new range of scientific possibilities it is capable of using to cover the complexity of social phenomena (in our case electoral violence), as well as to provide technical precision for the analysis. Theoretical arguments are tested on the macro level of the Western Balkan region, where data are reviewed and evaluated through formal Boolean logic. Searching for so-called “recipes” helps us to better understand what the causes of occurrences of violence could be and how to prevent them. It subsequently brings us back to our data, which need to be explained through the obtained formulas (back-and-forth logic) (we ask “What sources of electoral violence exist in the region of the Western Balkans?”). The results show that electoral violence may be explained by a complex framework of causes that are mutually combined and strengthened by each other. We approach this complexity as an inspirational perspective, which shows how an escalation stimulus may occur and interact with non-political as well as political dimensions in the society. In light of this, we have identified four causal settings that explain the occurrence of electoral violence in the Western Balkans and have defined their limitations in terms of explanatory capacities. The first causal setting discusses economic deprivation/inequality combined with the heavy presence of external actors and their interests. The second scenario points out to economic deprivation combined with ethno-cultural diversity that escalates into inter-group violence in terms of a primordial definition of the categories “us” and “them”. The third setting explains electoral violence as a result of weak democratic institutions combined with ethnic tension and the presence of an external influence and/or authority. The last formula emphasises the low quality of democratic rule with rather autocratic strategies accompanied by contextual factors of non-occurrence of ethno-cultural conflict in electoral arena, the weak presence of external actors, and no armed struggles as a channel through which otherwise violence flows. These four “recipes” of electoral violence can be further studied and revaluated. Even though their explanatory capacities are limited to rather massive violent outbreaks, it shows how important the presence of electoral violence has had in the electoral arenas of the Western Balkans. With these preliminary findings, we can initiate a discussion about the prevention of electoral violence and mitigating the conflicts fuelling political struggles.
