Territorial and administrative structure of the Czech Republic - past and present

Abstract:

Vývoj územněsprávního členění od vzniku samostatného českého státu prošel mnoha změnami, které především vždy souvisely s reformami veřejné správy či novými ústavními zákony. V rámci naší republiky vznikala a zanikala zemská, krajská a obecní zřízení. S poslední reformou územní správy došlo v rámci dekoncentrace a decentralizace ke zrušení okresních úřadů přesto, že je ČR i nadále územně rozdělena na kraje, které se dále dělí na okresy, a ty na obce. Zrušení okresních úřadů přineslo podstatnou změnu na úseku územní veřejné správy. Vznikly obce s rozšířenou působností, které vykonávají správu pro rozsáhlejší území – makroregiony a na krajské úrovni vykonávají veřejnou správu v samostatné a přenesené působnosti krajské úřady. Z tohoto spojeného modelu výkonu státní správy a samosprávy plynou problémy zejména při koordinaci činností územněsprávních celků. V rámci deskripce historického vývoje územněsprávního členění České republiky a komparace stavu územní správy před a po zániku okresních úřadů je vyslovena hypotéza, zda zrušení okresních úřadů jako prvku administrativního uspořádání státní správy bylo vhodné.

Abstract:

The development of the territorial administrative structure gone through many changes since the establishment of the independent Czech state, which were primarily associated with the reform of public administration and the new constitutional laws. Regional, district and municipal systems were created and terminated as part of our republic. There was the abolishment of district authorities with the recent reform of the territorial administration in the context of deconcentration and decentralization though the Czech Republic continues to be territorially divided into regions, which are further divided into districts, and those on the municipalities. Abolition of district authorities has brought substantial changes in the area of local public administration. There were created municipalities with extended competences, which perform the administration for larger areas - macro regions, and regional authorities which perform public administration in autonomous and delegated powers at the regional level. From this combined model of state administration and local government occure problems especially in coordinating the activities of administrative units. Within the description of the historical development of territorial administrative structure of the Czech Republic and comparison of state territorial administration before and after the district authorities were hypothesised whether the abolition of district authorities as an element of the administrative structure of the state administration was appropriate.
