The trajectory of Czech and German social democracy after the era of Jiří Paroubek and Gerhard Schröder

Abstract:

Výzkumná otázka zněla: které faktory nejvíce ovlivnily rozdílné výsledky české a německé sociální demokracie v podzimních volbách 2021? Cílem mé práce bylo porovnat trajektorie české a německé sociální demokracie po éře Jiřího Paroubka a Gerharda Schrödera. Mojí snahou bylo zjistit, jak je možné, že se SPD v Německu podařilo získat pozici kancléře, zatímco ČSSD se nepodařilo udržet se v Poslanecké sněmovně. Během svého výzkumu jsem zjišťoval přesuny voličů napříč spektrem i vliv nových subjektů na volební výsledky tradičních stran. V případě Německa jsem pak porovnával rozdílné výsledky mezi bývalou NDR a SRN. Dále jsem analyzoval jednotlivé osobnosti těchto stran a jejich vliv na jejich směřování. U ČSSD jsem našel důvody postupného úpadku především ve vzniku hnutí ANO, kterému se podařilo převzít elektorát ČSSD. Další důvody vidím v jednotlivých aférách ČSSD, sporech s bývalým předsedou a prezidentem Milošem Zemanem, finančním vyčerpání strany a neschopnosti vygenerovat ze svého středu dostatečně silné osobnosti, kterým by se podařilo odvrátit klesající tendence voličské podpory. Naopak SPD dokázala čelit výzvám nových stran mnohem lépe, i když i ji připravily o část elektorátu. Strana sice dlouhá léta nedokázala najít silnou osobnost, která by dokázala opět získat pozici kancléře, dokázala ovšem být poměrně často zastoupena ve velkých koalicích a neztrácet tak vliv. Z poslední velké koalice vygenerovala svého lídra Olafa Scholze, který dokázal využít výsledků koalice a tím částečně navázat na odkaz odcházející kancléřky Angely Merkelové a zajistit tak jistou kontinuitu. Dalším rozdílem je, že v německé politické kultuře odcházejí předsedové stran bez potřeby své strany nikterak napadat a spíše jsou jim dále prospěšní, což v naší politické kultuře chybí. Ve své práci jsem využil metody literární rešerše, metody syntetické a komparativní analýzy.

Abstract:

The research question was: which factors most influenced the different outcomes of the Czech and German Social Democrats in the 2021 autumn elections? The aim of my work was to compare the trajectories of the Czech and German Social Democrats after the era of Jiří Paroubek and Gerhard Schröder. I sought to understand how the SPD in Germany managed to secure the position of chancellor, while the ČSSD failed to maintain its presence in the Chamber of Deputies. During my research, I investigated shifts in voters across the spectrum and the influence of new entities on the electoral results of traditional parties. In the case of Germany, I then compared the different outcomes between the former GDR and FRG. Furthermore, I analyzed the individual personalities of these parties and their impact on their direction. With the ČSSD, I found reasons for its gradual decline primarily in the emergence of the ANO movement, which succeeded in taking over the ČSSD electorate. Other reasons include various scandals within the ČSSD, disputes with former chairman and president Miloš Zeman, financial depletion of the party, and the inability to generate sufficiently strong personalities from within to reverse declining trends in voter support. Conversely, the SPD managed to face the challenges of new parties much better, although it also lost part of its electorate. While the party struggled for years to find a strong figure capable of regaining the position of chancellor, it was relatively frequently represented in major coalitions and thus did not lose influence. From the last major coalition, it produced its leader Olaf Scholz, who was able to capitalize on the coalition's results, partially building on the legacy of outgoing Chancellor Angela Merkel and thus ensuring a certain continuity. Another difference is that in German political culture, party leaders step down without the need to attack theirparty, and rather continue to be beneficial to them, which is lacking in our political culture. In my work, I used methods of literary research, synthetic methods, and comparative analysis.
