An abnormal event leading to large numbers of victims

Abstract:

Tato práce si klade za cíl zhodnotit stav připravenosti České republiky na mimořádnou událost s velkým počtem obětí z pohledu zdravotnických složek se zaměřením na zemřelé osoby. V části práce jsou znázorněny krizové situace nevojenského charakteru, následovně s popsáním legislativního zázemí České republiky pro zvládnutí mimořádné události. V další části je popsán integrovaný záchranný systém, činnost záchranných složek při mimořádné události velkého rozsahu včetně postupů zdravotnického operačního střediska, organizace prací v místě mimořádné události a třídících systémů. Další část práce obsahuje výčet mimořádných událostí, které se doposud staly v České republice a bývalém Československu. Následně jsou popsány bezodkladné pohřební služby se speciálním identifikačním týmem pro mimořádné události s větším počtem obětí. Práce také popisuje činnost záchranných složek při mimořádné události velkého rozsahu s velkým počtem obětí spolu s úkoly soudních lékařů a psychologické intervenční služby. Poslední část bakalářské práce obsahuje návrh zapojení zdravotnických složek do problematiky zemřelých osob.

Abstract:

This thesis aims to assess the state of preparedness of the Czech Republic to the emergency situation with a large number of victims from the perspective of medical components, focusing on the deceased people. In part of this thesis are shown crisis situation of non-military character, follows with a description of the legislative background of the Czech Republic for manage the emergency situation. The next part describes the integrated rescue system, the activity of emergency services during large-scale emergency situation including procedures for operating medical centre, organization of work in place of the emergency situation and sorting systems. Next part contains a list of emergency situations that happened in the Czech Republic and the former Czechoslovakia. Further describes immediate funeral services with special identification team for emergency situations with a large number of victims. The thesis also describes the activity of emergency services on large-scale emergency situations with a large number of victims with the tasks of Medical Examiners and psychological intervention services. The last part the bachelor's thesis contains a proposal involving health components into the issue of deceased people.
