Functioning of the Stability and Growth Pact

Abstract:

Pakt stability a růstu přijatý roku 1997 slouží jako nástroj koordinace fiskálních politik členských států EU. Již v době svého vzniku byl předmětem bouřlivých rozepří a i v dnešní době nejsou názory na jeho existenci jednotné. To je důvod, proč jsem si zvolila téma {\clq}qFungování Paktu stability a růstu``. Cílem mé diplomové práce je zhodnocení fungování Paktu stability a růstu v současné euro-zóně a zpracování diskusních názorů o jeho účinnosti a případné reformě. Kritika Paktu zesílila, když Rada nepotrestala Německo a Francii za několikaleté porušování pravidel Paktu a vyvrcholila reformou roku 2005. Základní regule pro schodek veřejných rozpočtů a veřejný dluh zůstaly zachovány, pravidla nebyla zpochybněna, ale uplatňují se více ekonomicky s přihlédnutím k individuální situaci daného členského státu. Další plnění Paktu bude záviset především na politické vůli vlád členských států eurozóny, což dle mého názoru není dobré zjištění. Prozatím je Pakt stability a růstu nejkonkrétnějším nástrojem koordinace rozpočtové politiky mezi 16 členskými státy eurozóny a i přes existenci zjevných nedostatků má v dnešní době své uplatnění a neměl by být zrušen.

Abstract:

The Stability and Growth Pact adopted in 1997 is a tool for coordination of fiscal policies of the European Union member states. The pact was the subject of roaring discussions already upon its inception and yet today, the notions for its existence are not united. This is the reason why I have chosen the ``Functioning of the Stability and Growth Pact{\crq}q theme for my thesis. The goal of my thesis is assessing operation of the Stability and Growth Pact in current Euro-zone and processing of opinions from discussions about its efficiency and potential reform. The criticism boosted when the European Council failed to apply sanctions against Germany and France for breaching of the Pact rules for several years and in 2005, the reform culminated. The basic rules for public budget deficits and public debt remained. Hence, the rules were not challenged but they are now applied more economically with respect to individual condition of relevant member state. Further adherence to the Pact will particularly depend on political determination of governments from the Euro-zone member states, which is not good, I think. For the time being, the Stability and Growth Pact is the most specific tool for coordination of fiscal policies among 16 member states of the Euro-zone that comes useful at present times and it should not be abolished despite existence of many obvious drawbacks.
