Comparison of the implementation and components of submitted National Recovery Plans by individual Visegrad Group countries

Abstract:

Bakalářská práce se zabývá komparací implementace a komparací obsahů předložených Národních plánů obnovy zemí Visegrádské skupiny. Pozornost je věnována především procesu vzniku předložených plánů a jejich schvalování (práce bere v úvahu politicky napjatou situaci mezi Evropskou unií, Maďarskem a Polskem – tyto státy byly nařknuty z nedodržování principů právního státu). Dále je pozornost zaměřována na digitální a zelenou transformaci a na vliv finančního impulsu z nástroje NextGenerationEU na ekonomiky zemí V4. Práce popisuje také aktuální stav klimatické zranitelnosti a úrovně digitalizace ekonomik, které srovnává s finančními alokacemi směřovaných do těchto oblastí. Zároveň práce mapuje obsahy Národních plánů obnovy, které jsou porovnávány z několika klasifikací. Výsledkem práce je vyhodnocení vlivu finančního impulsu na země Visegrádské skupiny, a to jak z hlediska makroekonomického dopadu, tak z hlediska národní implementace. Práce demonstruje redistribuční charakter nástroje RRF. Výše grantů se odvíjí od výkonnosti ekonomiky, v případě zemí Visegrádské skupiny, nejvíce z nástroje čerpá Slovensko a nejméně Česká republika. Kromě přímého finančního stimulu z nástroje RRF bude růst HDP výrazně podpořen efektem přelévání finančních prostředků z jiných zemí. Tento efekt bude viditelný především v malých otevřených ekonomikách. Země Visegrádské skupiny zaujaly odlišný postoj k tvorbě obsahu NPO. Slovensko, které je zapojeno do eurozóny a dlouhodobě v souladu s prioritami EU, se vydalo cestou inkluzivní tvorby obsahu svého NPO, do příprav zapojilo nevládní a neziskový sektor, odbornou veřejnost a opozici. V případě České republiky, Polska a Maďarska obsah NPO tvořily vlády, široká a odborná veřejnost zde sehrály pouze omezenou roli.

Abstract:

Bachelor thesis compares the structure, content, and implementation of submitted National Recovery Plans by individual Visegrad Group countries. The analysis is focusing on the process of drafting and approval of each National Recovery Plan (considering the influence of tensions between the European Union and both Hungary and Poland which were accused of non-compliance with the Rule of Law principles), digital and green transition, and finally the effects of the NextGenerationEU financial instrument on the Visegrad Group countries. The thesis also describes the contemporary level of climate vulnerability and the level of digitization of economies. The beforementioned are further compared to their corresponding financial allocation. Moreover, the content of each National Recovery Plan is analyzed using several classifications. The analytical conclusion is an evaluation of the financial incentive impact on the countries of the Visegrad Group, both in terms of macroeconomic impact and national implementation. The obtained results show that the Recovery and Resilience Facility has a redistributive character – the volume of financing increases with lower economic performance. In context of the Visegrad Group countries, Slovakia benefits the most from the Facility, while Czechia receives the least. Additionally, to the direct financial stimulus from the Recovery and Resilience Facility, Gross Domestic Product growth will be strongly supported by the spillover effect (from other countries), which will be noticeable especially in small open economies. In conclusion, the Visegrad Group countries choose different approaches to their National Recovery Plan. Slovakia, a eurozone member, has embarked on a path of inclusive content creation of its Recovery Plan - it has involved representatives of nongovernmental and nonprofit subjects, the professional community, and the government opposition. On the other hand, mainly governments prepared the National Recovery Plans in Czechia, Poland, and Hungary - the general public and professional community played only a limited role in these cases.
