Theoretic ways of the pension scheme amendment

Abstract:

Tématem této diplomové práce je sociální pojištění. Jsou zde v krátkosti zmíněny historické prameny a nastíněna cesta vývoje tohoto významného sociálního pilíře moderní společnosti, až po jeho poslední podobu, která je obsažena v zákoně č. 582/1991 Sb., o organizaci a provádění sociálního zabezpečení. Vzhledem k současnému vývoji společnosti, kdy je prioritou vlády České republiky nutnost důchodové reformy, je hlouběji v této práci rozvedeno téma důchodového pojištění - jeho současný stav, porovnání s jinými světovými systémy, tak i prognózy vývoje stavu české populace v důchodovém věku a návrhy řešení tohoto klíčového problému. Cílem této práce je charakterizovat penzijní systém jako celek, jeho historická a teoretická hlediska a na jejich poznatcích objasnit problém penzijního pojištění v současných podmínkách České republiky s využitím teoretických východisek. Na základě toho pak ukázat dlouhodobé tendence vývoje důchodového systému, nutnost jeho úpravy a možné alternativy jeho reformy vzhledem k demografickému systému, analýzou pozitivních a negativních důsledků návrhů na reformu penzijního systému v materiálech majoritních politických stran a dalších politických subjektů.

Abstract:

The topic of this diploma thesis is the national insurance. There are mentioned the historical sources and signed the ways of development of this relevant social pillar in the recent society to the current view contained in the law 582/1991 of the Collection of Laws, organisation and implementation of the national insurance. With regard to the contemporary society evolution when the government priority is the occasion of the pension revision, is the pension insurance elaborated in this work at large – the current pension insurance situation, comparation with the other national insurance frames in the world as well as the assumtions of the population status in the pension age and submissions for this key issue solving. The target of this thesis is to describe the pension scheme as the whole system its historical and theoretical point of view. According to this experience I try to explain the problem of pension instance in recent conditions of the Czech Republic with using of theoretical knowledge. On this background I want to presentate long-term possibilities of development of pension scheme the necessity of it´s modification and possible alternatives of it´s reforming. Solving of these facts is influenced by demography system, analysis of positive and negative results of these suggestions in connection with the pension scheme reform in materials presentated by major political parties and other political subjects.
