The importance of address of a subject in the eGovernment and the analysis of data of selected registries

Abstract:

Adresa patří mezi zásadní elementy ověřující identitu subjektu. Pro zdárné fungování eGovernmentu je žádoucí vytvářet a uchovávat adresy v jednom základním zdroji, odkud budou využívány ve všech informačních systémech veřejné správy. Z tohoto důvodu vzniká základní registr územní identifikace, adres a nemovitostí RUIAN. Tato diplomová práce se zabývá jednotlivými komponenty, z nichž se adresa skládá, a rovněž je popsáno vytvoření standardního tvaru adresy z prvků územní identifikace České republiky. Jsou zmapovány a detailně popsány základní elektronické zdroje pro ověřování správnosti a úplnosti adresy. V práci je dále porovnáván stav evidence adres ve vybraných informačních systémech veřejné správy a jejich vzájemná konzistence. Metodou kvantitativního výzkumu jsou zjišťovány nesrovnalosti mezi adresami, počet rozdílných záznamů v těchto registrech a nejčastěji se vyskytující chyby. Na základě výsledků, shromážděných v praktické části diplomové práce, je RUIAN zhodnocen jako přínos pro standardizaci adresy.

Abstract:

The address belongs to fundamental elements verifying an identity of a subject. For successful function of eGovernment, it is necessary to create and store addresses in one basic source, where they will be used from in all informative systems of public service. That is the reason, why RUIAN, the basic registry of territorial identification, addresses and real property, is created. This thesis deals with single components, which is address composed of, as well as the creation of a standard form of the address from the territorial identification of the Czech Republic is described. Basic electronic sources for a verification of correctness and completeness of the address are examined and described in details. In the thesis, there is also compared the condition of a record of addresses in particular informative systems of public service and their mutual consistence. By the method of a quantitative research, discrepancies among addresses, a number of different records in these registries and the most frequent mistakes are investigated. On the basis of results, gathered in the practical part of the thesis, RUIAN is evaluated as a contribution for the standardization of the address.
