Civil Society Organizations in Georgian-Abkhaz Conflict Transformation

Abstract:

V roce 1992 vypukl ozbrojený konflikt mezi Gruzií a Abcházií, který skončil uzavřením příměří v roce 1994. Od té doby se země nachází v tzv. zamrzlém konfliktu. Práce vykresluje vývoj vztahů mezi dvěma národy a postkonfliktní situaci, kdy se národy ani po 21 letech neshodnou na statusu Abcházie a dalších otázkách, které se objevily v průběhu konfliktu. K trvalému míru by společnosti měly dojít díky užití konceptu transformace konfliktu. V této koncepci se zapojují organizace občanské společnosti (CSOs - Civil society organizations) do tzv. Track II diplomacy a tím doplňují oficiální diplomacii (Track I diplomacy). Dle Lederacha (1997), který rozdělil společnost ve státě na tři úrovně, je pro transformaci konfliktu klíčová střední úroveň - občanská společnost. Ta vyvíjí peacebuildingové aktivity, které mají zajistit stabilní společnost, jež bude podporovat mír v zemi a vytvářet tlak zezdola nahoru. Cílem práce je analyzovat roli abcházské občanské společnosti (CSOs) při transformaci gruzínsko abcházského konfliktu. Abcházské CSOs jsou v práci rozděleny dle Diamonda a McDonalda (1996) na nevládní organizace a mezinárodní nevládní organizace působící v Abcházii, akademické instituce a výzkumná střediska, místní média a kulturu, náboženství a obchod. Jejich práce a aktivity jsou analyzovány a následně vyhodnocen jejich vliv na transformaci konfliktu v domácím prostředí a také to, jaký dopad mají jejich aktivity na budování vztahů s druhou stranou.

Abstract:

In 1992, an armed conflict broke out between Georgia and Abkhazia ending in a ceasefire in 1994. Since then the country has been in a state of frozen conflict. In this study, the evolution of the relations between the two nations following the armed conflict is traced. Even 21 years after the ceasefire, the two nations do not agree on the status of Abkhazia and on answers to questions, which arose during the conflict. To achieve lasting peace the two societies should use the process of conflict transformation. In this process, civil society organizations (CSOs) participate in the so-called Track II diplomacy to supplement official Track I diplomacy. According to Lederach (1997), who divides nation's society into three layers, the middle layer - the civil society - is key for achieving conflict transformation. It is the civil society which develops peacebuilding initiatives, which aim to strengthen social stability supporting peace in the country and creating bottom-up pressure. In this study, the goal is to analyze the role Abkhazian civil society plays during the transformation of the conflict between Georgia and Abkhazia. According to Diamond and McDonald (1996) Abkhazian CSOs are divided into local non governmental and international non governmental organizations, academic institutions and research centers, local media and culture, the religion and business. In this study, their activities are analyzed and subsequently their influence on the conflict transformation in the Abkhazia region is evaluated as well as the relationship building with the Georgian side.
