Crowdsourcing in Regional Planning as a Complementary Process of Traditional Public Participation. Current State in the Capital City of Prague

Abstract:

Diplomová práce zkoumá občanskou participaci v hl. m. Praze a možnosti aplikace on-line modelu crowdsourcingu. Cílem práce je prokázat opodstatnění crowdsourcingu pro regionální rozvoj jako komplementu občanské participace, a to na základě analýzy současného stavu participace a koncepčního návrhu crowdsourcingové platformy. Literární rešerše shrnuje principy deliberativní demokracie, občanské participace, teorie moudrosti davu a crowdsourcingu. V analytické části jsou postupně zkoumány aktuální právní kontext, iniciativa EU, současné participativní aktivity a jejich intenzita. Vypracován je index dohledaných aktivit dle vlastní metodiky. Následuje koncepční návrh crowdsourcingové platformy. Crowdsourcing umožňuje široké veřejnosti zapojit se do plánování regionu a samosprávě získat kreativní nápady a řešení regionálních problémů. Využití moudrosti davu skrze on-line platformu dává nový rozměr konceptu e-participace, ale především přispívá k otevřenosti naší společnosti.

Abstract:

The diploma thesis examines the public participation in the capital city of Prague as well as possible application of the online model of crowdsourcing. The objective is to prove the validity of crowdsourcing for regional development, analysing the current state of participation and proposing a crowdsourcing platform. The literature review summarizes principles of deliberative democracy, public participation, crowd wisdom theory and crowdsourcing. The analytical part examines the current legal context, EU initiative, participatory activities and their intensity. An index of the activities is then elaborated based on author’s own methodology. The paper is concluded with the conceptual proposal of a crowdsourcing platform. Crowdsourcing enables the general public to engage in regional planning and the local self-government to obtain creative ideas and solutions to regional problems. Harnessing the crowd wisdom through an on-line platform adds a new dimension to e-participation, but primarily it contributes to the openness of our society.
