Integration of the Western Balkan states into the European Union

Abstract:

This bachelor's thesis delves into the intricate process of Western Balkan countries integrating into the European Union following the dissolution of Yugoslavia, a significant geopolitical shift in southeastern Europe. It examines the stringent conditions set by the European Council's Copenhagen criteria, which are focused on the political, economic, and institutional readiness of countries aspiring to join the EU. This investigation extends to the specific challenges and milestones encountered by Albania, Bosnia and Herzegovina, North Macedonia, Kosovo, Montenegro, and Serbia as they navigate the path towards EU membership. The work evaluates how these nations have met, or failed to meet, the necessary criteria amidst ongoing regional disputes, internal political strife, and economic uncertainties. In addition, the thesis discusses the historical backdrop of the Balkans post-Yugoslavia, emphasizing the lasting effects of past conflicts, political upheaval, and ethnic tensions on the current integration efforts. It critically analyzes the European Union's strategy and its effectiveness in steering the integration process, questioning whether the EU's expansion policies and the existing member states' readiness are aligned to welcome new entrants. Furthermore, it explores the economic dimensions, including market functionality, competitive pressures, and macroeconomic stability, to assess how these factors influence the prospective EU accession. Institutional readiness is another key focus, with an in-depth look at the capability of these countries to adopt, enforce, and uphold EU laws and standards, which is pivotal for full membership. By dissecting these various elements, the thesis aims to unravel the complexities and challenges confronting the Western Balkan region in its quest for European integration. This study serves as a critical examination of the multifaceted nature of international relations and regional integration in the context of post-Cold War Europe.

Abstract:

Táto bakalárska práca sa zaoberá zložitým procesom integrácie krajín západného Balkánu do Európskej únie po rozpade Juhoslávie, ktorý bol významnou geopolitickou zmenou v juhovýchodnej Európe. Skúma prísne podmienky stanovené kodanskými kritériami Európskej rady, ktoré sa zameriavajú na politickú, ekonomickú a inštitucionálnu pripravenosť krajín usilujúcich sa o vstup do EÚ. Toto skúmanie sa rozširuje na konkrétne výzvy a míľniky, s ktorými sa stretávajú Albánsko, Bosna a Hercegovina, Severné Macedónsko, Kosovo, Čierna Hora a Srbsko na ceste k členstvu v EÚ. V práci sa hodnotí, ako tieto krajiny splnili alebo nesplnili potrebné kritériá uprostred pretrvávajúcich regionálnych sporov, vnútorných politických sporov a hospodárskej neistoty. Okrem toho sa práca zaoberá historickým pozadím Balkánu po vzniku Juhoslávie, pričom zdôrazňuje pretrvávajúce dôsledky minulých konfliktov, politických otrasov a etnického napätia na súčasné integračné úsilie. Kriticky analyzuje stratégiu Európskej únie a jej účinnosť pri riadení integračného procesu a kladie si otázku, či sú politiky rozširovania EÚ a pripravenosť existujúcich členských štátov zosúladené na prijatie nových účastníkov. Okrem toho skúma ekonomické aspekty vrátane funkčnosti trhu, konkurenčných tlakov a makroekonomickej stability s cieľom posúdiť, ako tieto faktory ovplyvňujú potenciálny vstup do EÚ. Ďalším kľúčovým bodom je inštitucionálna pripravenosť, pričom sa podrobne skúma schopnosť týchto krajín prijať, presadzovať a dodržiavať zákony a normy EÚ, čo je kľúčové pre plnohodnotné členstvo. Rozborom týchto rôznych prvkov sa práca zameriava na odhalenie zložitostí a výziev, ktorým čelí región západného Balkánu pri svojej snahe o európsku integráciu. Táto štúdia slúži ako kritické skúmanie mnohostrannej povahy medzinárodných vzťahov a regionálnej integrácie v kontexte Európy po skončení studenej vojny.
