Foster care as a part of the surrogacy systém in the Czech Republic

Abstract:

Cílem bakalářské práce je přiblížení problematiky náhradní rodinné péče o děti v České republice se zaměřením na péči pěstounskou. Teoretická část obsahuje základní terminologii, definice a druhy náhradní rodinné péče a současně popisuje z jakých důvodů a jakým způsobem jsou děti svěřovány do pěstounské péče, nebo mohou být adoptovány. Vše je podloženo platnou právní legislativou České republiky, ale i mezinárodní úmluvou. V druhé části práce jsou stanoveny cíle výzkumu, se zaměřením na zjištění důvodů, proč se konkrétní člověk stal pěstounem, dále na analýzu dopadů na výchovu dětí a na pozitiva a negativa služeb pro pěstouny. Výzkumný vzorek je tvořen respondenty, současnými, ale i dlouholetými pěstouny. Třetí část práce je věnována výzkumu, kterým bylo zjištěno, že většinu pěstounů tvoří příbuzní. K setkávání dětí s biologickými rodiči dochází zřídka a je doprovázeno spíše negativy. Pěstouni využívají jak státních služeb, tak služeb, které poskytují nestátní instituce. Pozitivně hodnotí vzdělávací, informační a poradenské činnosti těchto institucí. Naopak postrádají větší rozhodovací možnosti v záležitostech týkajících se dětí v pěstounské péči, zejména v oblasti financí a ve vztahu s biologickými rodiči.

Abstract:

This bachelor thesis (BA thesis) is intended to approach the issue of substitute family care for children in the Czech Republic with a focus on foster care. The theoretical part includes basic terminology, definitions and types of compensatory family care and also describes why and how the children are entrusted to foster care or how can be adopted. Everything is supported by valid legislation of the Czech Republic, but also by an international convention. In the second part are defined the research objectives, focusing on finding the reasons why a particular person became a foster parent, then on the analysis of the impacts on raising children, and on the positives and negatives of services for foster parents. The research sample consists of survey participants, i.e. the current as well as long-time foster parents. The third section of the thesis is devoted to the research, through which it was found out that the majority of foster parents are represented by relatives. The meetings of children with their biological parents take place rather rarely, and are accompanied mostly by negatives. The foster parents use both the governmental services, and also services provided by non-governmental institutions. Positively assessed are educational, informational and advisory activities of these institutions. Conversely, there is a lack of greater power of decision in matters relating to children in foster care, especially in the financial field and relationships with their biological parents.
