Analysis of the selected aspect of organisational structure in public sector organisation

Abstract:

Práce reaguje na organizační změny v organizaci veřejné správy, které proběhly v roce 2012 a měly přispět ke zlepšení efektivnosti práce a spokojenosti občanů. Účinek této změny na procesy a činnosti v organizaci nebyl doposud vedením posuzován. Ve snaze pomoci organizaci odhalit, zda po změně organizační struktury došlo ke zlepšení, se práce zaměřuje na posouzení, jak jsou v organizaci nastaveny procesy a činnosti v rámci určitých aspektů. K tomuto zjištění jsou nápomocny dílčí výzkumné otázky, které vycházejí z teoretické části a identifikují nejdůležitější aspekty, které mají význam pro organizační uspořádání. Na základě rozhovorů a pozorování bylo zjištěno, že zaměstnanci hodnotí vliv změny organizační struktury na zlepšení efektivnosti práce pouze částečně pozitivně. Více však převládá negativní názor, že změna nepřinesla žádné zlepšení v procesech a činnostech. Změna organizačního uspořádání nesplnila očekávání zaměstnanců. Upozornění zaměstnanců na problematické oblasti v organizačním uspořádání, mohou být využity ke zlepšení určitých procesů a činností v rámci organizačního projektování v organizaci.

Abstract:

The thesis reacts on organizational changes within public administration which took place in 2012 and which should have contributed the increase of work efficiency and inhabitants satisfaction. The efect of this change on organizational processes and activities has not been assessed yet. In order to help the organization to detect if there is any improvement after organizational structure change implementation, the thesis is focused on assessment of organizational processes and activities set up, within certain aspects. The individual research questions raised from theoretical part and identifying the most important aspects significant for organizational arrangement, support this finding. Based on interview and observations it was found that employees judge the impact of organizational structure change on work efficiency only partially positivelly. The more common is persuasion that this change has not bring any improvement of processes or activities. The organizational change did not meet the expectation of employees. Employees highlighted the problematic areas of organizational arrangement and it can be used in future improvement of organizational design of certain processes and activities.
