Abstract:

Diplomová práce je věnována pátrání po hledaných a pohřešovaných osobách v Karlovarském kraji. Budou zde představeny základní pojmy používané při pátrání po osobách a pravomoci Policie České republiky při provádění pátrání, útvary Policie České a jejich úkoly v systému pátrání po osobách, formy, druhy a cíle pátrání po osobách, podněty pro provádění pátrání. V současné době se při pátrání často využívají informační technologie, proto je nutné zmínit i vybrané informační systémy, které při pátrání významně napomáhají. Pátrání po osobách je velmi rozsáhlé téma, které bude prací vymezeno v obecné rovině a následně zúženo na objekty pátrání ve vztahu k vybraným trestným činům a to na trestné činy páchané hledanými osobami, ale také trestné činy páchané na pohřešovaných osobách a trestné činy páchané samotnými pohřešovanými např. uprchlými svěřenci výchovných a diagnostických ústavů. V návaznosti budou vymezeny pátrací verze a činnosti prováděné po vypátrání osoby jak živé, tak zemřelé. K objasnění tématu je nutné stanovit hypotézy problematiky pátrání na území Karlovarského kraje ve vztahu k trestné činnosti, k demografickému složení obyvatelstva na území Karlovarského kraje a k dalším faktorům ovlivňující počty objektů pátrání.

Abstract:

The diploma thesis is devoted to the search for wanted and missing persons in the Karlovy Vary region. The basic terms used in the search for persons and the powers of the Police of the Czech Republic in conducting searches, the units of the Czech Police and their tasks in the system of searches for persons, forms, types and goals of searches for persons, suggestions for conducting searches will be introduced. At present, the use of information technology is often used in the search,so it is necessary to mention selected information systems that significantly help in the search. Searching for persons is a very extensive topic, which will be defined by the work in general and then narrowed to the objects of search in relation to selected crimes to crimes committed by wanted persons, but also crimes committed against missing persons and crimes committed by the missing persons themselves. eg fugitive charges of educational and diagnostic institutes. Following this, the search versions and activities performed after the search for a person, both living and dead, will be defined. To clarify the topic, it is necessary to establish hypotheses of the issue of search in the Karlovy Vary region in relation to crime, the demographic composition of the population in the Karlovy Vary region and other factors affecting the number of search objects.
