Possibilities and Restrictions of the Teritorial System of Ecological Stability in the City of Brno

Abstract:

Tato bakalářská práce se zabývá územním systémem ekologické stability, tedy vzájemně propojenou sítí ekologicky stabilních segmentů krajiny, která je vymezená na celém území České republiky. Cílem vytváření této sítě je zachování funkční a stabilní krajiny. Územní systém ekologické stability je složen z tzv. kostry ekologické stability, tedy z v krajině existujících ekologicky stabilních segmentů, a z navrhovaných segmentů, které je potřeba do sítě doplnit. Práce se zaměřuje zejména na vytváření nových segmentů územního systému ekologické stability, tedy biocenter a biokoridorů, na území města. Zkoumá, jaké faktory realizaci nových segmentů komplikují a co naopak vytvoření nového prvku může napomoci. Tyto příčiny jsou popsány na příkladu města Brna. Jako hlavní limity k vytváření nových segmentů autorka práce identifikovala tyto faktory: pozemky patřící soukromým vlastníkům a nedostatek financí na realizaci. Tvorbu nových segmentů naopak může podpořit zejména zapojení veřejnosti. Z diskuze vyplývá, že tvorbě nových segmentů by mohl pomoci vznik jednotné správy územního systému ekologické stability na území města.

Abstract:

The thesis deals with territorial system of ecological stability, which means a net of mutually connected ecologically stable parts of landscape segments which are defined in the Czech Republic territory. The aim of this network formation is to preserve functionary and stabilized landscape. Territorial system of ecological stability consist of framework of ecological stability, it means already existing stable segments and designed parts which should be supplemented to the network. This work explores particularly how new segments of territorial system of ecological stability in the city (so called biocentres and biocorridors) are created. It investigates which circumstances complicate realization of new parts and on the contrary what can help to implement them. These causations are examined in the case of Brno. Private properties and lack of funds are identified as the main limits in process of creating new landscape parts. On the other hand the participation of the public can support new segments of the territorial system of ecological stability. The realization is easier if the properties are held by municipality. The discussion results to the statement, that a centralized control of territorial system of ecological stability can be useful for new segments creation.
