Abstract:

Diplomová práce se věnuje tématu rozvoje bezpečnosti v Ústeckém kraji se zaměřením na aktivní zálohy ozbrojených sil. Tvoří ji teoretická a empirická část. První kapitola teoretického segmentu se zaměřuje obecně na ozbrojené síly. Tato sekce zahrnuje charakteristiku bezpečnosti jako základní lidské potřeby, formální podoby, tak bezpečnostní politiky, dále deskripci ozbrojených sil a vnitřní bezpečnosti. Druhá kapitola obsahuje popis aktivní zálohy a její legislativní ukotvení, rekrutaci, jednotky zálohy, finanční odměny, aktivace záloh nebo je uveden příklad nasazení aktivních záloh v Ústeckém kraji. Poslední část se orientuje na Ústecký kraj z pohledu geografie, demografie, vzdělání a průmyslu. V empirické části je stanoven hlavní výzkumný cíl, a to zjistit obecný přínos aktivní zálohy ozbrojených sil při Armádě ČR pro Ústecký kraj. Tento cíl je naplněn skrze metodu výzkumu kvalitativního i kvantitativního charakteru. Primárně je využita technika analýzy dokumentů, prostřednictvím které je realizován popis teoretické části práce. Dále je využita technika polostandardizovaných rozhovorů s odborníky na problematiku či dotazníkové šetření pro zjištění znalostí a postojů obyvatel vybraného kraje vůči bezpečnosti a aktivním zálohám ozbrojených sil. V závěru práce je provedeno vyhodnocení výzkumné části a interpretace získaných dat včetně doporučení při zjištění nedostatků aktivních záloh ozbrojených sil při Armádě ČR na území Ústeckého kraje vzhledem k nové úpravě zákona o nasazení záloh, jejich možností a využití v operačním nasazení při katastrofách.

Abstract:

The thesis deals with the topic of security development in the Ústí Region focusing on the active advances of the armed forces. It consists of a theoretical and empirical part. The first chapter of the theoretical segment focuses generally on the armed forces. This section includes the characteristics of security as a basic human need, a formal form, as well as a security policy, as well as a description of the armed forces and internal security. The second chapter contains a description of the active reserve and its legislative anchoring, recruitment, units of advances, financial rewards, activation or an example of deploying active backups in the Usti Region is given. The last part focuses on the Ústí Region from the perspective of geography, demography, education and industry. In the empirical part, the main research goal is determined, namely to map the general contribution of the active backup of the armed forces to the Czech Army for the Ústí Region. This goal is fulfilled through a method of qualitative and quantitative research. Primarily, the document analysis technique is used, through which a description of the theoretical part of the thesis is realized. Furthermore, the technique of semi-standardized interviews with experts is used or a questionnaire for finding out the knowledge and attitudes of the inhabitants of the selected region towards security and active backups of the armed forces. At the end of the thesis there is an evaluation of the research part and interpretation of the obtained data including recommendations for finding deficiencies of active reserves of the armed forces in the Army of the Czech Republic in the Ústí nad Labem Region due to the new regulation of deployment advances, their possibilities and use in operational deployment during disasters.
