The influence of the regions in European integration according to the liberal intergovernmental approach and the concept of multi-level governance: case of Belgium

Abstract:

Bachelor thesis deals with the comparison of the liberal intergovernmental approach and the concept of multi-level governance in their perception of the impact of regional actors in European integration and the suitability of their application on the European integration process. The example of Belgium and its specific federal system serves as the primary base for the application of this comparison. In the first part of this thesis are described the mentioned theoretical concepts, focusing on their perceptions of regional actors. In detail are described the process of federalisation of Belgium and its way of activity in the Council of the EU, which at the end of the work serve as the main springboard for the observation and analysis of the differences between liberal intergovernmental approach and the concept of multi-level governance due to the transition of Belgium from a unitary state to a federation.

Abstract:

Bakalárska práca sa zaoberá komparáciou liberálneho medzivládneho prístupu a konceptu viacúrovňového vládnutia v ich vnímaní vplyvu regionálnych aktérov na európsku integráciu a vhodnosť ich aplikácie na proces európskej integrácie. Príklad Belgicka a jeho špecifického federálneho systému slúži ako základný podklad na výkon tejto komparácie. V prvej časti práce sú popísané zmienené teoretické koncepty so zameraním na ich vnímanie regionálnych aktérov. Detailne je popísaný proces federalizácie Belgicka a jeho spôsob aktivity na pôde Rady EÚ, ktoré v závere práce slúžia ako hlavný odrazový mostík na sledovanie a analýzu zmien medzi liberálnym medzivládnym prístupom a konceptom viacúrovňového vládnutia, spôsobených prechodom Belgicka od unitárneho štátu k federácii.
