Proposal of Measures to Increase the Safety of People and Property in Stadiums

Abstract:

Diplomová práce se věnuje problematice zajištění bezpečnosti osob a majetku na fotbalových stadionech. Jejím cílem je zmapovat problematiku zajištění bezpečnosti osob a majetku na fotbalových stadionech, s akcentem na formulaci v praxi implementovatelných opatření v této oblasti. V teoretické části text představuje pojmy, jako je dav, agrese nebo násilí, dále se věnuje problematice chuligánství v České republice i ve světě, stejně jako legislativnímu ukotvení bezpečnosti na fotbalových stadionech z globálního i lokálního hlediska. V praktické části práce je pak vytvořena modelová situace fotbalového utkání s vysokou účastí, pro jejíž požadavky jsou vytvořena konkrétní opatření, která by bylo nutné implementovat v praxi za účelem zajištění bezpečnosti osob a majetku na konkrétním utkání. Vypracována je SWOT analýza, která je doplněna krátkým dotazníkovým průzkumem mezi návštěvníky fotbalových utkání. Výstupem práce jsou jasná doporučení pro zlepšení současné praxe.

Abstract:

The diploma thesis deals with the issue of ensuring the safety of people and property in football stadiums. Its aim is to map the issue of ensuring the safety of people and property in football stadiums, with an emphasis on the formulation of measures that can be implemented in practice in this area. In the theoretical part, the text presents concepts such as crowd, aggression or violence, it also deals with the issue of hooliganism in the Czech Republic and in the world, as well as the legislative anchoring of security in football stadiums from a global and local perspective. In the practical part of the work is then created a model situation of a football match with high participation, for the requirements of which specific measures are created that would need to be implemented in practice to ensure the safety of persons and property at a particular match. A SWOT analysis is developed, which is supplemented by a short questionnaire survey among visitors to football matches. The output of the work are clear recommendations for improving current practice.
