Preparation of financial statements for a municipality as a partial consolidating entity of the state

Abstract:

Diplomová práce na téma „Sestavení účetních výkazů za dílčí konsolidační celek státu obec“ se zaměřuje na sestavování účetních výkazů, které musí obce předkládat pro potřeby účetní konsolidace státu. Práce nejdříve vysvětluje pojem konsolidace a její význam v obecné rovině, pravidla a metody konsolidace a také její právní úpravu. Následně uvádí specifika konsolidace ve veřejném sektoru a vymezuje jednotlivé úrovně konsolidačních celků v České republice. Na úrovni obce se pak zabývá vymezením konsolidačního celku a procesu konsolidace, ve kterém jsou stěžejními výkazy pro předávání účetních informací výkazy účetní závěrky, výkaz seznam účetních jednotek patřících do dílčího konsolidačního celku státu a výkaz Pomocný analytický přehled. V praktické části práce analyzuje a zhodnocuje, jak vybraná obec sestavila tyto výkazy, identifikuje problémové oblasti a doporučuje jejich řešení.

Abstract:

The diploma thesis "Preparation of financial statements for a municipality as a partial consolidating entity of the state" is focused on the preparation of financial statements that municipalities have to submit for the purposes of accounting consolidation of the state. The thesis first explains the concept of consolidation and its substance in general, the rules and methods of consolidation and its legal regulation. Subsequently, it explains the specifics of consolidation in the public sector and defines the individual levels of consolidation entities in the Czech Republic. At the municipal level, it deals with the definition of the consolidation entity and the consolidation process, in which are the key statements for transmitting accounting information statements: Financial statements, The list of accounting entities belonging to partial consolidating entity of the state and The auxiliary analytical overview report. The practical part analyses and evaluates how the selected municipality has compiled these reports, identifies problem areas and recommends their solution.
