IRS components and their role in crisis management in South Moravian Region

Abstract:

V úvodu diplomové práce jsou představeny základní pojmy z oblasti krizového řízení, jsou zde popsány jednotlivé složky IZS a jejich úloha a povinnosti v krizovém řízení. V rámci Jihomoravského kraje jsou uvedeny vybrané krizové situace včetně opatření, která jsou pro ně přijata. Dále se podrobněji zaměřuji na vzájemnou součinnost a koordinaci složek IZS s orgány krizového řízení při zásahu. V další části diplomové práce jsou na simulaci modelové mimořádné události představeny jednotlivé kroky složek IZS a krizových orgánů obce. Dále je provedeno průzkumné šetření pro zjištění úrovně krizové připravenosti místní samosprávy a obyvatel v Jihomoravském kraji. V závěru práce jsou na základě zjištěných dat navržena opatření, která mohou být přínosná pro zlepšení systému krizového řízení a krizové připravenosti obyvatel v Jihomoravském kraji.

Abstract:

In the beginning of the thesis are presented the basic terms from the area of crisis management, the individual components of the Integrated Rescue System and their task and responsibilities in the crisis management are described there. Within the South Moravian Region are presented the chosen crisis situations including measures which would be taken for them. Furthermore, I focus more in detail on the cooperation and coordination of the Integrated Rescue System with the crisis management organizations during the intervention. In the next part of the thesis are, on the simulation of a model emergency, presented the individual steps of the components of the Integrated Rescue System and crisis management organizations of a municipality. Then, the research to assess the level of crisis readiness of a local municipality and residents in the South Moravian Region is conducted. In the conclusion of the thesis are, based on the gathered data, presented the measures which can be beneficial for improvement of the crisis management system and crisis readiness of the residents in the South Moravian Region.
