Legal regulation of Means exhaustion from the State Fonds Of the czech Republikc.

Abstract:

Název mnou předkládané diplomové práce je „ Právní regulace čerpání prostředků ze státních fondů České republiky“. Mým cílem je popsat situaci v oblasti mimorozpočtových fondů, se zaměřením na Státní fondy, které jsou součástí rozpočtové soustavy České republiky. Pro srovnání jsem zvolil Spojené státy americké a Slovensko, abych stručně nastínil fondovní hospodaření v jiných zemích. Svou pozornost ze všech mimorozpočtových fondů jsem zvláště zaměřil na Státní fondy, které jsou popsal z pohledu jejich vzniku, kdo je řídí a kontroluje, jakým způsobem jsou užívány finanční prostředky, které jsou z většiny získávány ze státního rozpočtu. Nakonec podrobně popisuji jeden z nich, Státní fond rozvoje bydlení, kdo ho řídí, kde získává své finance a co všechno je podporováno přímo z tohoto fondu, pro srovnání jsem použil stejný fond existující na Slovensku, aby bylo vidět jak je ustanoven a kde získává svoje finanční prostředky. Krátce jsem zde také zmínil způsob podpory a za jakých podmínek je lze získat.

Abstract:

The name of my thesis, which I am presenting here, is „ Legal regulation of drawing sources out of public funds in the Czech Republic”. My goals are following. I want to describe the situation of the extra budgetary funds, mainly the role of public funds which are part of the budgetary system in the Czech Republic. For a little comparison I have chosen United States of America and Slovakia to show how it works in this field in different countries. Out of all extra budgetary funds my attention is fully focused on public funds, which are described how they are created, who run and control them and how financial sources are used, which are mostly obtained out of state budget. Finally one of those funds, Public fund of development in housing, is minutely described, which includes who run this fund, where its finances come from and what all is supported directly by helpful hand of this fund, as a comparison I have used the same public fund, which exists in Slovakia, to see how its established and where finances come from. I have also shortly described support which is possible to get out of this fund and under what conditions it can happen.
